Fire in shops near Tinkonia, now under control - prompt actions

Just New : Fire is fully controlled at 3 pm. Finally, seven fire tenders placed in service and volunteer force of Civil Defence was also used for rescue and clearing the affected market.
Unfortunate devastating fire in a sport shop in front of Tinkonia Bus stand, Burdwan today at 10.30 am.
  • I noticed the smoke while going to office and got down and immediately called fire brigade and other agencies.
  • Fire tenders, two initially from 11.15 am and three at 11.50 am brought the fire control at 12.30 am only after tough struggle. Operations still on with three fire tenders.
  • Disaster Management teams are ...also working. 
  • Cooperation of locals is appreciable and we thank for that.
  • Unfortunately, fire tenders could reach at 11.15 am only on my intervention as they were attending another fire at Kestopur in town where gas cylinder blast caused fire and injuries of some people. Later, Fire tenders from Bhatar, Durgapur were also called. However the reasons for delay will be looked into.
  • Electric supply was cut instantly on my intervention and request to WBSEDCL.
  • All agencies were mobilised promptly by me standing there with affected people and deployed quickly.
  • Police also arrived and managed traffic making the place conducive for fire management.
  • We ensured in beginning searching all floors that there is nobody trapped inside. Loss of business is being assessed.
  • On the spot met affected families and assured them necessary assistance. Our teams are still on the spot and monitoring the operations.
  • Fire Brigade has been asked conduct thorough enquiries as to cause considering the devastation.

Weekly review of Paddy Purchase - 60 PPCs to function in Burdwan

This year Paddy harvesting started late in Burdwan, the rice bowl of the country due to late monsoon. New paddy harvest has started coming to Paddy Purchase Centres and Rice Mills only from second half of December 2012. District authority conducted weekly review on 29th December 2012.
  • State intervention on Paddy Procurement from Rice Mills as Levy and through State Agencies as CMR rice has been strengthened further this year, involving block administration and more number of capable Cooperative Societies.
  • Weekly monitoring of progress in done at District level with FCI, DCFS, Rice Mills and all agencies involved.
  • As per the reports, 80000 MT Paddy has been purchased so far by the PPCs and Rice mills.
  • There are 35 PPCs already functioning in the district and the number is likely to go up to 60 by first week of January 2013. Further, 139 Cooperative Societies has been persuaded to do the procurement for CMR agencies and efforts are on to operational their Purchase Centres within January 2013.
  • A PPC may purchase any quantity of Paddy per day depending upon the capacity of space and transport arrangements made by rice mills tagged to it. Up to 50 bags paddy per farmer at a time can be accepted. On an average at least  1000 to 1500 Quintals paddy per day per PPC should be purchased.
  • So, with 60 PPCs the capacity is approximately 70000 Quintals per day. It means 7000 MT per day for next three months. District target is 4.5 lakhs MT rice including Levy Rice to be purchased from Rice mills against paddy being purchased by them at MSP.
  • All blocks will please once again call rice mills and Societies at block office and direct them to purchase all the paddy offered by farmers at Minimum Support Price of Rs 1250 per quintal.
  • Blocks are also advised to sort out issues related to FAQ, that means the organic matter plus inert material to be deducted (also called dhos) and develop consensus. Effective meetings at block level involving rice mills and other stakeholders will yield good results as was done last year.
  • At present only 250 rice mills have started purchasing paddy from farmers and there is no information on rest 146 functional Rice Mills. They should be pressurised to do paddy purchase from farmers like previous years. All rice mills are required to offer levy as per rules and shall not be issued Levy Free certificate of the rice for sale in the market if they don't follow the direction to Purchase Paddy at MSP. Collection of Levy rice from Mills by FCI has started and will continue but CMR rice should be given highest priority in the go downs. Rice mills has to deliver the CMR first otherwise Levy will not be accepted.
  • This year, Direct PPCs are functioning in large number covering all the blocks. 17 more PPCs to be functional in a week as Purchase Officers have already joined. At these PPCs, instant cheque payment in favour of farmer is done on the spot by the PO. We expect the same from rice mills also.
  • Further, in order to ensure cash with Cooperative Societies, funds have been arranged to them as far as possible and payments to CMR agencies on fortnightly basis is to be made.
  • Block level close monitoring and review of PPC wise Paddy dispatch, milling and supply to go downs is very much required to ensure success of Paddy Procurement. All blocks please take action accordingly.

Nursing Home forced to refund Rs 5000 to RSBY Card holder - Scrutiny by TPA ordered

One RSBY card holder in Burdwan was refused admission through RSBY card showing technical snag in online system. Nursing home (Diplomat Nursing Home in Burdwan Khosbagan) charged Rs 5000 treating him normal patient and raised bill of Rs 11000 this morning as per the verbal complaint of patient's  son Mr P Mukherjee to DM Burdwan over phone.
  • On the intervention of District Authority amount of Rs 5000 has been refunded back and bill of Rs 11000 has also been withdrawn by the Nursing Home authorities with regret.
  • However, it is claimed by the Nursing Home Authority that patient party did not produce RSBY card at the time of admission and they treated him as non RSBY patient.
  • Since there is contradictions in claims, TPA of RSBY Health Insurance Provider has been asked by District Authority to submit a detailed report by 11 am on 31st December 2012.
  • On further enquiry by Nodal Authority & ADM ZP, it is found that nursing home authorities did not take adequate care to honour the RSBY card when produced and avoided proper replies to the patient party to satisfy their queries.
  • Thanks to intervention of district authority,  the issues were resolved to the satisfaction of complainant.  
  • Later, complainant thanked us for the quick response.
This is informed to public in general that refusal of admission to RSBY card holders in any enlisted hospital or nursing home is violation of agreement and norms of RSBY and liable to face legal action including black listing. 
  •  Nodal authority and Adm ZP may be informed by any aggrieved person. Helpline number is printed on new RSBY smart cards being issued on renewal and also on the Hospital notice board.
  • All the calls on RSBY matters are acted promptly.
  • In case of technical snag in the system the enlisted hospital should allow admission manually and inform TPA by sms or fax or email.
  • All indoor treatments as per approved cost of medical intervention or surgery is the right of RSBY card holders as the amount of treatment up to RS 30000 per family per year is reimbursed by the Govt.
  • All the cards for 2012 year are valid till 28th February 2013. Renewal process is going on in the district at GP level camps and renewed cards will be issued to all existing plus new beneficiaries before 28th February 2013.
  • This year our enrollment is likely to touch 8.34 lakhs cards which is highest in any district.  
  • There are more than 4 lakhs MGNREGA card holders alone among these families. 
  • Burdwan achieved record performance in both RSBY and MGNREGA and ranked at top.

DCC meeting finalised road map to improve priority sector lending in Burdwan

Meeting of District Level Coordination Committee (DCC) of Bankers headed by District Magistrate Burdwan held today at RTC Conference Hall and deliberated in detail to improve CD Ratio of the district in a time bound action plan.
 
Main decisions agreed are :-
  • KCC, Artisan Credit Cards, Hand loom Credit Cards, Fisher men's Credit Cards - Govt departments like Agriculture, GM DIC, Asst Director of Fisheries and Hand loom Development Officers shall furnish list of eligible farmers/ artisans/ fishermen/ weavers to Bank Branches as per the field verification and Identity cards issued by the Govt departments by 31st January 2013. Banks shall do the verification and documentation of the applications and sanction credit cards by 28th February 2013 and disburse the credit by March 2013. Officers of these departments and banks shall endeavour to reach eligible persons and assist them in filling up the applications.
  • SHGs grading, credit linkage and project linkage - Govt departments dealing with SHGs shall prepare list of SHGs branch wise not having credit linkages/ bank linkages and submit to banks for credit linkages by 15th January 2013. Similarly, list of SHGs pending for Grade I (six months old and above), Grade II (One year and old with grade I) and eligible for project linkages/ sanction of project for economic activity shall be furnished to the bank branches. Banks shall allow CC accounts with eligible limit, grading as applicable and sanction of projects of SHGs by 31st January onwards. All SHGs should be allowed grading against self appraisal reports if no feedback of banks is received in time.
  • All projects for economic activity by SHGs, BSKP, PMEGP etc shall be sanctioned and subsidy claimed by banks in February 2013. Govt assures adequate interest subsidy, capital subsidy and credit subsidy to banks as front end by end of February 2013.
  • Credit investment subsidy against farm mechanisation and minor irrigation shall be made available to banks as soon as claimed.
  • Bank accounts to all households in the district shall be opened by the banks in their service area by 31st March 2013 to ensure zero balance accounts to all families for electronic benefits transfers in future. NPR database in CD is being provided to banks centrally by finance department of Govt. of West Bengal. BDOs shall provide necessary administrative support to organise camps for ZERO BALANCE accounts to be organised by Banks.
  • To coordinate the time bound action plan implementation at block level, committee headed by BDOs shall hold Block Level Bankers Committee (BLBC) meetings from 9th to 16th January 2013 where field officers of all departments, bank managers and civil administration shall attend.
  • Weekly monitoring meeting to be held by ADM Development with LDM and NBARAD to review the progress.
Lets hope CD ratio is improved by at least two points from present 31, which is one of the lowest in the state.
Similar exercise last year yielded good results.

Credit Investment Subsidy to KCC holders in Burdwan - farmer friendly transparent process

Kisan Credit Card is one of the most popular credit facility to farmers in West Bengal now, thanks to proactive role of State in popularising KCC and new simplified approach to issue the KCC.
  • This year Banks and Cooperatives issued 214540 KCC in Burdwan district till November 2012 that includes 31000 fresh & new farmers. Rs 437 crores disbursed as credit to farmers through KCC during Kharif and it is likely to be doubled during Rabi/ Boro.
  • Recently State Agriculture department has issued guidelines for Credit Investment Subsidy to KCC farmers as incentive to promote minor irrigation support and farm mechanisation. Under the scheme, one time electrification cost of Rs 8000 per farmer for Electric Pump set up to 5 HP is reimbursed to WBSEDCL directly by District Agriculture Officers (DDA). The beneficiary farmer must be KCC holder, having agriculture land and must produce copy of quotation against service connection charges from local Group Supply Office of WBSEDCL to get the subsidy in his favour directly to the WBSEDCL accounts.
  • Regional Manager of WBSEDCL and DDA has been advised to ensure that all eligible and willing farmers are issued quotations immediately.
  • Similarly, those willing to purchase new Pump sets may get Subsidy of Rs 10000 maximum up to 5 HP machine against KCC loan.
  • Investment Subsidy is also available for power tiller/ tractor up to Rs 45000, Zero Tillage machine up to Rs 15000, Reaper up to Rs 15000 and Pump set up to Rs 10000 per farmer. In all these cases the Subsidy to be released to the Banks against the loan disbursement for these purposes using KCC/ Direct Agriculture loan. So there is no chance of leakages.
  • In Burdwan, 2700 is the target for One Time Electric Connection Scheme with fund allocation of Rs 216 Lakhs and Rs 824 lakhs has been allocated for farm mechanisation/ pump sets which may cover further 7000 farmers this year.
  • Details of these initiatives have been provided to all Block/ GP offices through ADAs.
  • District authority has launched special mission approach for universalising of KCC from January to March 2013 activating the field functionaries and BLBCs at block level.

80 Shelter less persons provided Blankets on the streets of Durgapur by SDO Durgapur last night

As part of relief measures to shelter less and needy persons in view of extreme cold wave in the district, blanket distribution has been done throughout Burdwan district and will continue.
  • Last night  team comprised of SDO Durgapur Ayesha Rani Rehman, Dy Magistrate Mr Deepanjan Mukherjee and SDDMO Mr.Ramashish Prasad visited Durgapur Railway station, Prantika Bus stand, Bidhannagar, Kalimandir and Durga Mandir at Bhiringi and distributed blankets to homeless and beggars found at these places. Around 80 blankets distributed during this late night visit by the Team of administration.
  • So far, we distributed 3600 blankets in the district covering shelter less, beggars and old aged persons with nobody to care.

Cold wave warning in Bardhaman and adjoining Pashimanchal areas till 28th Dec 2012 noon

As per report received from Meteorological Centre Kolkata this evening, Cold Wave conditions may prevail at isolated pockets of Bardhaman... Western Districts till Noon of Friday the 28th December 2012.
Please take all precautionary measures. Relief measures as per need may be taken up. Additional stock of blankets has been released to all blocks/ Sub divisions today.

Teams of administration visited all round the cities and towns and provided warm blankets to shelter less/ poor needy in Burdwan

In view of cold wave, with temperature as low as 7.5 degree C, teams from administration visited different Railway stations,  Major Bus stands,  City streets of Asansol, Burdwan and Durgapur and other Sub division towns, hospitals and public shelter places throughout Burdwan districts including rural areas and distributed blankets to the needy persons on the spot.
  • These poor and old aged persons are really very happy to get the timely support.
  • Today 1000 more blankets were distributed in Burdwan district making cumulative number 3500. Further 5000 blankets have been released to all blocks and sub divisions for stock in need.
  • Today, Sdo Kalna, Sdo Durgapur and Asansol personally visited and handed over blankets.
  • Hospital authorities have been advised to augment baby warmers in neonatal and children wards and delivery rooms. There is weather warning of prevailing cold waves for few more days. All precautionary measures should be taken.

RTC Asansol inaugurated today for training of Govt employees of Asansol Durgapur areas

RTC has started functioning today at Asansol with estimated cost investment of Rs 12 lakhs.
  • This Regional Training Centre has been provided with 10 computers, LCD projector,  Laptop and other training equipments by District Administration.
  • Computer training of 25 employees of Land and Land reforms department commenced today. 
  • Now, employees of Industrial areas need not go to Burdwan for their training.  All trainings on IT, Office Management and skill development for Govt employees can be imparted here free of cost. 
  • Budget of Rs 3 lakhs training cost has been sanctioned for next three months.

2500 Blankets distributed among poor, old aged and needy persons in view of cold

In view of prevailing cold wave, district administration today arranged distribution of blankets to poor, shelter less and old aged persons at each block and Subdivision HQ. 2500 blankets were released for distribution today. 56 blankets distributed from the inaugural Mancha of 25th Burdwan Boi Mela. Similar programmes were organised throughout district. We intend to provide blankets to all needy persons, like those who stay at Railway Stations, Bus Stands and on streets.

Case study on caste certificate - creamy layer confusion

One OBC applicant applied for caste certificate in one of the Blocks of Industrial areas several months ago. Her case was processed and recommended to concerned caste certificate issuing authority from the block office.
  • Applicant's father works in a PSU and annual income is more than  Rs 4.5 lakhs from salary ( Above cut off income for creamy layer). 
  • Father is not Class I or A group officer before age 40.
  • Application was rejected by Certificate Issuing Authority on the basis of creamy layer, ignoring the facts that while calculating income salary is not to be considered.
  • Applicant approached the authority through RTI and personally to know the grounds of rejection of her application and was intimated that her father comes under creamy layer based on income criteria.
  • Being dissatisfied with the decision of the authority she approached several constitutional authorities dealing with safeguard of interests of OBCs/ Minorities and got clarifications that she is eligible to get the OBC certificate. 
  • Finally, she called District Magistrate Burdwan on mobile and requested to intervene in the matter. I generally get such calls from unknown public on mobile verify frequently and always try to respond to all the calls or call back.
  • She was asked to come to the office during visiting hours last week. She came and showed all documents and clarifications. I got the documents examined by my office in half an hour and convinced that rejection of application is not right and office of certificate issuing authority possibly erred in decision making if documents produced by the applicant are to be believed. 
  • Applicant is pursuing her Ph D in Delhi in a reputed university. Her mood clearly reflected a sense of disappointment and agitation for not getting the desired OBC certificate.
  • It is known that apart from confusion about non applicability of creamy layer against salary income, the contention of the certificate issuing authority that certificate of income from employer should be not be more than two months old was not properly communicated to the applicant.
  • Though, certificate issuing authority was right in not issuing OBC certificate on the grounds that the employer certificate on income is not latest, it is felt that claims of the applicant could have been heard in person and recorded while rejecting the case. Necessity of latest empoyer certificate should have been told convincingly.
  • Finally, the Caste Certificate issuing authority issued the certificate within next two hours after intervention, realising the genuine error in Judgement. Applicant collected her OBC certificate. It is matter of satisfaction that her anger and disappointment is changed into appreciation for administration for quick redress of her long pending grievance. She sent formal thanks through sms.

Hon'ble President of India reception at Panagarh Airport - honour to sake hands

Today, it is great honour and my privilege to receive Hon'ble President of India at Panagarh Airport along with Hon'ble Governor West Bengal, MIC Agriculture and others in the line of reception.
 

SCHOOL CABINET HEADED BY Prime Minister of each student got n Nirmal School puraskar to 59 best schools at Sanskriti Lokmancha Burdwan - good initiative.

This is unique initiative of Sarva Siksha and Unicef. Students of schools formed Cabinet headed by PM and comprising of Education minister, sports minister, food Minister and health minister  among the students to ensure that school achieved full sanitation, mid day meal with personal hygiene and cleanliness in the kitchen and school.
59 schools were awarded Nirmal School Puraskar, Rs 5000 cash award and citation from district administration in a function at Sanskriti Lokmancha today at 12 noon. Students received the prize introducing themselves as Prime Minister and ministers in presence of their teachers. Good initiative indeed.

Block level review at Ausgram I today - some observations

Visited Asugram1 today morning in pursuance to decision in last meeting with Bdos on 6th December 2012 and had detailed one to one discussion with block level officers and staff dealing with development projects.  
After a long gap I am visiting blocks, my favourite approach of review with grass root level officers.  I have following observations for follow up by Bdo :-
  1. Block has performed quite well under MGNREGA, achieved 40 days work per family creating 6.5 lakhs man days against annual labour budget of 7 lakhs and utilised 98 percent of available funds. Photo evidence of completed works collected in 80 percent of schemes and uploading going on. Block must complete photography of all completed works including certificate of physical verification of MB entry of material used and works completion by TAs or NS. No funds to GPs to be sanctioned further if these requirements are not fulfilled. Block to identify Sansads with less than 60 percent labour budget achievement and ask GPs to start works in those areas first in coming three months.
  2. Collect all muster rolls of BPL GR rice and furnish written confirmation that these are preserved in block for audit purpose.  No payments of transport contractor shall be released without submission of muster rolls of distribution.  Bdos are required to furnish certificate that full food grains distributed to beneficiaries with zero stock at the end of dealers.
  3. SSK MSK, Sanitation, finance commission grants utilisation is satisfactory.  Submission of UCs needs to expedited. All bills must be cleared and UC submitted.
  4. PUP, BEUP, MPLADS and IWDP utilisation progress is not good. Block has unspent balance of Rs 388 lakhs under all schemes which must be spent before March 2013. There are large number of watershed schemes worth Rs 61 lakhs which are not yet started at ground. All works must be completed by February 2013. Progress of works started under PUP, BEUP and MPLADS is ok but payment should be cleared fast.
  5. Some old funds related to finance commission grants, BMS health and IAY remains un utilised for several months. All finds must either be utilised or refunded.
Overall the progress of fund utilisation is satisfactory but needs improvements considering that Rs 388 lakhs are lying un utilised in the block accounts.

Later, visited BLLRO office at Guskara.  Building is on rental basis which is not suitable for such office. New building completed but electric connection is pending. Endeavour should be made to shift the office in new building in next three months.
  • Office has cleared most of mutation and conversion cases in time and pendency is not more than 45 days.  
  • Advised to complete mouja updating so as to ensure online supply of land records instantly.  Now its done manually which takes one month.
  • Also examined vested land records.  Some of the Govt lands were identified to be recovered back and restore to Govt cancelling lease applications.  There are cases where land is in possession of private individuals against LTS application only without making any payment to Govt as LTS is not yet allowed by the authority. In all such cases, the vaulation reports in terms of latest circular of Govt must be sent. In one such case 8 acres in Ausgram mouja is held up in the name of LTS application since 1993, though land is not utilised and no payments to Govt made. On further scrutiny of records it is found that total 26 acres of vested lands are available in Ausgram mouja at this location which can be used for some good projects or patta distribution to NGNB beneficiaries. 
  • Asked BLLRO to send verification reports.  
Overall functioning of BLLLRO office is satisfactory.

What a Little Land Can Do

 
The poorest people in the world are those who don’t have land. In India, landlessness is a better predictor of poverty than illiteracy or belonging to castes at the bottom of society. At least 17 million rural households in India are completely landless, living on others’ land and working as sharecroppers or day laborers tending other peoples’ crops.
 
Landlessness is a huge problem all over the world. More equal distribution of land is a valuable goal — it is efficient in both fighting poverty and producing food.
 
But redistributing land is one of the most difficult and controversial of all political tasks. A history of land reform is a history of revolution. The concentration of land in the hands of the rich is a prime source of conflict. When a leftist movement has won, its first action has often been land reform — the further to the left the new government, the less likely it is to compensate landowners (and the more likely to shoot them, which was the norm in China and the Soviet Union).
 
But confiscatory land reform is not the only kind. Many programs have paid landowners market value for their land. Perhaps the world’s most influential architect of a more democratic land reform is the University of Washington law professor Roy Prosterman, who founded the Rural Development Institute, now known as Landesa. Prosterman and his group have worked with dozens of countries to design market-based land reform. But his ideas, too, have been used for political ends; if you know Prosterman’s name, it’s because you’ve heard of Land to the Tiller, the United States-backed land reform in Vietnam during the war. The United States adopted Prosterman’s ideas in Vietnam, the Philippines and El Salvador to turn peasants away from leftist guerrillas.

Today, political forces are arrayed against land reform. India, for example, had a land reform program since the 1960s that set ceilings on land ownership. The government could expropriate anything above the ceiling; compensation was typically well below market value. But the law was put to wide use only in the few states with Communist governments. “With very small exceptions, the ceiling surplus approach was not going anywhere because people who owned the land and stood to lose were much more politically powerful than those who were going to gain,” said Tim Hanstad, the president and chief executive of Landesa.
 
Democratic land reform has a different problem: buying large swaths of land at market price is too costly. But hundreds of millions of people still lack land. Is there a more politically realistic way to help them? Landesa thinks there is.
 
Subhankari Nag lives in the village of Burdwan, West Bengal, about 70 miles from Kolkata. Until this year, the Nags — Subhankari, her husband Uttam, and their eighth-grade son and sixth-grade daughter — had spent their entire family life squatting on other people’s lands. They had so little space that Subhankari even had trouble finding a place to cook meals. Uttam was a day laborer on other men’s farms, earning very little. What was worse than his wages, he said in a phone interview through a translator, was the affront to the family’s dignity. “When I was out working, people would come to my children and wife and say ‘this is not your place. Your father cannot buy land for you — go away.’”
The Nag family did go away. In the very beginning of 2012 they moved to a plot of land given to them by the West Bengal government, a few hundred meters from where they had been living. It has a water pump, and electricity is on the way. They now have a garden where they grow papaya, eggplant, pumpkin, cucumber and other vegetables. They have two cows and three goats; the family has added milk, cheese, vegetables and fruit to its diet. The government gave the family trees to plant. Subhankari has space for a loom. “As a village girl, I knew the work of weaving clothes and kitchen gardening,” she said. “But I couldn’t do it. Now I make 200 rupees a week weaving (about $3.60), and the garden, cows and goats bring extra income.” She spends most of the money keeping her children in school.
The Nags still live in a tiny thatch hut. “But it doesn’t matter,” said Subhankari. “It’s really thrilling to stay in my house. I am confident nobody will come to say bad words to my children and ask us to go away.”
Uttam said that people in the village still taunt the family because it got its land from the government. “But they have to pay attention to us because we are landowners,” he said. “We are equal.”
 
 
What is remarkable about the Nag family’s new life is that the plot of land that has been so transformative is a twentieth of an acre — the size of a tennis court. All over the world, said Hanstad, a microplot can have outsize effects; in Russia in the 1970s and 1980s, small dacha garden plots made up 3 percent of the agricultural land but produced 25 to 30 percent of Russia’s agricultural value. “They kept that country fed,” said Hanstad.
 
In 2000, Landesa began researching the impact of microplots in India. It then took its findings to the governments of four states and encouraged them to try a different kind of land reform. “The conventional wisdom had been that in order to provide meaningful benefits you’d need a full-size farm,” said Hanstad. “But when families had a small fraction of an acre they are often able to use that as a big bump up and foundation for a path out of poverty.”
“The family gets a permanent address,” said Supriya Chattopadhyay, who manages advocacy and communications for Landesa in West Bengal. “That’s very important — if a family wants to get any support from a government program, the first thing it needs is a permanent address.” Women traditionally do not leave their homes to work, so having a garden right outside their door gives the family a second income, he said. “And they get social recognition, social dignity” — for some families the most important factor of all.
The government doesn’t have to spend much to buy a tenth of an acre — in India, between $200 and $600. And there is no expropriation, so the program does not lower property values, cause legal uncertainties about ownership or create political opposition. Landesa has worked with four state governments in India to help them set up microplot programs — so far, about 200,000 families have received one.
Many governments around the world offer help to rural families to build houses. The research suggests that that money would be better used buying them microplots instead. Poor people have always built their own houses: they move into whatever shelter they can rig up, stockpile building materials as they can afford them and make gradual improvements. But they cannot create their own land. And of the two, land makes a far bigger difference.
Tiny plots are not ideal. Families do better with more land; even very small increases in land size matter. But microplots are a feasible cure for landlessness when more ambitious programs have failed.

Burdwan MGNREGA : Top district in overall expenditure as well as wage employment in India..

As per MIS reports on www.nrega.nic.in Burdwan district is at top in the country in spending highest amount of expenditure and generation of highest wage employment to job card holders.
Burdwan district spent all the amount of Rs 390 Crores received this year and already submitted Utilization reports of Rs 366 crores (94 percent of total available), out of which Rs 361 Crores already uploaded on MIS at www.nrega.nic.in. Though only Rs 336 crores is reflected on website of nrega as server takes few weeks to show the uploaded database.
  • Wage expenditure employment generation is Rs 260 crores which is highest in any district in the country since launch of NREGA programme. Burdwan district ranked at number one position spending highest amount in 2011-12 with expenditure of Rs 359 Cr till March 2012 and still remain at top in current year with expenditure of Rs 366 crores already reported to Govt till November 2012.
  • Now, district achieved top position in terms of highest employment generation also with wage expenditure of Rs 260 crores, generating 2.10 lakhs mandays in the current year in first eight months only. Six lakhs families provided works under MGNREGA in Burdwan, which is also the highest coverage in any district in India. Last year district ranked at 9th in India in this category, but now at top.
  • There are still pending material bills of Rs 45 Crores and wage bills of Rs 11 crores in addition to expenditure of Rs 390 Crores reported above. District authority could not provide funds for payment of pending bills as all the funds released to us are exhausted. As per norms district is eligible to get further installments as our MIS is above 60 percent of available funds, there is no pending audit queries/ adverse reports, norms of NREGA act has been followed strictly and all utilization reports and labour budget submitted to the authority.
  • District got last allotment of Rs 58 crores in second week of October which is fully exhausted. State Panchayat department has assured some funds to be released in coming week to clear pending wage bills and start new works. District authority plans to take up new works immediately on getting funds and completion of Paddy harvest and potato sowing. Farmers face problems of labour shortage and higher wage rates if NREGA works are taken up during this time as happened in previous years.
  • Special audits of high spending GPs already completed and reports shared with Govt. Now, audit of all GPs is going on. So far, no major irregularities could be found in audit reports. Photographs of completed schemes, inspection reports from blocks and social audits have also been conducted in this district as a special measure and precaution for transparency.
Well done Team Burdwan. We expect Rs 520 crores expenditure and 300 lakhs man days till March 2013.
 
Enrollment of RSBY cards to NREGA works is going on, already completed 50000 and we hope to complete it by end of February 2013.

Review of progress of SNCU Durgapur - endeavour to make it functional by March.

Visited SNCU Durgapur work site.
  • All civil works completed and electrical works including ACs to be completed by 31st December 2012.
  • Hospital authorities advised to complete procurement of equipments and instruments by end of January 2013.
  • Govt has been moved to place the services of six doctors, 9 nurses and 12 GDAs/ Nabjat Sahayika by end of January and complete their trainings for running SNCU by middle of March 2013.
  • We hope to make it fully operational by end of March 2013.
SNCU at Asansol made operational in January 2012 and that of Burdwan is likely in few months. PWD completed works of these units in record time under close supervision of district administration.
OPD building of Durgapur is also completed. Happy to see good works in Durgapur hospital.  SDO AND chairman RKS advised to restore parks and beauty the compound with help from ADDA.

Delimitation and seat reservation of seats of Panchayats in Burdwan - basis

We had meeting with all recognised Political parties at VC room yesterday where basics of Delimitation of seats and reservation were explained to them in detail showing PPP on LCD. Here are some basics for understanding...
  1. GP is the basic unit to determine the number of seats for GP and PS and block for ZP. Number of electors of a GP as per electoral rolls published in January 2012, is divided by 900 to get number of GP seats in a GP. One more seat for fraction is added. Similarly, PS seats is equal to electors in the GP divided by 4500 plus one for fraction and ZP seats is equal to total electors of block divided by 60000 plus one seat for fraction.
  2.  Maximum seats in a GP can not exceed 30 and minimum 5. Number of PS in a GP can not exceed 3 whereas number of ZP seats in a block should not exceed 3.
  3. Now, electoral parts of assembly (as on date after rationalisation of polling station in August 2012) a GP are assigned GP seat constituency from SW to NE directions as per polling station serial numbers. In case of number parts more than seats, parts with lowest electors and geographically continuous are merged to delimit seats.That means existing Assembly booth and part is also the new GP seats except few cases where merger has been done.
  4. PS seats and ZP seats are also carved out in similar fashion without changing boundaries of GP seats as determined. Number of electors assigned to each seat of GP, PS and ZP can vary and may be less than or higher than nominal average of 900, 4500 and 60000 which is only for determination of number of seats.
  5. Reservation of seats is now done in proportionate to percentage of ST SC OBC in the population of GP for GP, block for PS and district for ZP.  Population of GP is projected based on decade growth of population for the block as per decadal growth rates figures made available by census for 2011 as against published mouja population of 2001.
  6. In case of part mouja field surveys were carried out. ST SC population have also been derived in the same way. BC population derived from BC survey conducted two months ago. As per figures Burdwan district has 7.7 percent ST, 34 percent SC and 19 percent BC. So number of seats out of 75 ZP for ST is 6, SC 25, and BC is 6 only.
  7. It may noted that reservation can't exceed 50 percent of total seats, so only 37 seats are reserved. BC reservation is to be done only when seats reserved for ST and SC taken together is below 50 percent. Available seats will be reserved for BC to that extent. If ST SC seats exceed 50 percent, it will be reduced proportionately.  This is the reason for overall less seats reserved to ST SC compared to total population in GPs where their percentage is more than 50.
  8. In a GP, block or district individual seats are reserved in terms of rosters after arranging seats in descending order from highest to lowest percent of ST or SC or BC as the case may be. So seats having higher number of ST SC or BC may not always be reserved for that category.roster is generally 1, 3, 5.... of serial number of descending order.
  9. There may be cases where a seat with only low population of ST or SC or BC,  as low as 5 percent may be reserved for that category as because all seats having at least half of ST or SC or BC population percentage become eligible to be considered under roster. This is the reason as to why two seats in Memari ZP seats are ST reserved.
  10. Women seats are than reserved out of ST SC taken together and BC or Open seats separately. Half of seats not exceeding 50 percent of that category reserved for women. this provision limits women reservation less than 50 but higher than earlier years.

At 11.30 am meeting with all recognised State and National parties on Panchayat Election delimitation and reservation procedures and criteria. Yhey will be explained the basis of seat reservation, calculation sheets and rules etc.
At 12.30 noon Dr BR Ambedkar Medha Puraskar to be handed over to Meritorious SC ST students of Burdwan district at Town Hall. 124 students who secured highest marks in Madhayamik to get Rs 5000 andcitation.

MGNREGA Burdwan updates in November 2012

As per the monthly progress reports as on 30th November 2012 Burdwan district incurred  expenditure of Rs 366 crores creating man days of 199.90 Lakhs i.e. 200 lakhs.
  • District provided employment to 5.97 Lakhs families in the current year.
  • Average days per family is 33 days.
  • Burdwan remains at the top in terms of expenditure and employment generation in the country.
  • Now, in view of paddy harvest and potato sowing in rural areas and also due to non availability of further funds, new works are not yet commenced in the district at present. We hope that by the middle of this month fresh work will start at full swing in the district.
  • This year district is set to spend Rs 500 crores and employment generation of 300 lakhs mandays by the end of financial year. We have a growth of 250 percent over previous years.

Health camp to follow up eye surgical intervention of school students

Burdwan conducted free treatment and surgical operations of students under Innovative funds of NRHM in last six months. After successful intervention benefiting more than 200 students so far, special health check up was organised by Sarva Siksha Mission today at Sanskriti to allow up of earlier cases operated upon and to help fresh cases. Total 187 students attended. Free spectacles were also provided after correction of vision.
In a similar programme at Kulti today we provided prosthetic aids to 122 disabled persons today on world disability day.
Circular has been issued to schools to refer any case for free treatment at Govt cost and free aid and appliances on recommendation by school authorities.

Delimitation of seats and reservation for Panchayat Samity, GP and ZP seats is published today. Details follows

Draft delimitation of seats and reservation for ST SC OBC Women for Panchayats in the district published today at the office of GPs, BDO, ZP. DM Office in terms of instructions of State Election Commission following the provisions of amended WB Panchayat Election Act and Panchayat Act.
  • As per the draft there are 4066 seats of GPs (4068 GP Constituencies), 779 Panchayat Samity Seats and 75 ZP seats in Burdwan district.
  • Out of these GP Reservation of ST is 292 (132 ST Women), SC 1295 (SCW 603), OBC 341 (OBC W 161) and Unreserved 2140 (Women 1066) GP seats.
  • Out of these PS seats ST is 61 (28 ST Women), SC 258 (SCW 124), OBC 61(OBC W 29) and Unreserved 399 (Women 201)
  • Out of these ZP seats ST is 6 (3 ST Women), SC 25 (SCW 13), OBC 6 (OBC W 2) and Unreserved 38 (women 19).
Claims and objections can be submitted to DM Office in next 15 days from the date of publication and that will be disposed off after giving opportunity of hearing to all.

Paddy purchase centres started in Burdwan, permanent PPCs at 30 places approved by Govt.

In pursuance to meetings held earlier and plan of paddy procurement for KMS 2012-13, till now 135 PACS tagged with rice mills covering all the blocks of Burdwan district. These PACS have received approval from WBECSC (55), Nafed (12), NCCF (21), Benfed (35) and Confed (12) to act as their procurement agent.
  • Each PPC set up by PACS or Direct PPC of CMR agencies should have clear display board showing total number of paddy to be purchased from farmers per day, rates of purchase, rates of payment from CMR agencies to the rice mills for transport, labour charges,  commission etc.
  • Farmers needs to show one of the document like KCC, crop loan passbook, ROR of land or certificate from Govt officers of agriculture or revenue department as proof of farmer.
  • Only 30 bags per farmer per camp on a day can be accepted by PPC at MSP so that all farmers with land area of one acre can get the priority.  Farmers may offer additional bags on subsequent dates at the same camp or rice mills during the KMS.
  • On an average 300 to 500 farmers can sale their paddy at each camp on a day. Therefore, it is advised to block authorities to the area tagging with PPCs and Rice Mills as was done last year and arrange to make wide publicity to the farmers so that all of them can sale their produce smoothly.
  • Now, PACS for CMR and Rice mills for Levy must keep registers to record name of farmer, address, land area, farmer/bargadar/ agriculture labourer category of farmer,  quantity of paddy, serial number of ID proof shown like KCC/ Bank Loan account passbook, certificate from the Govt officers etc and mobile number. Farmer selling the paddy must be asked to sign on the register. This register can be verified by any authority visiting the PPC on any day.
  • Farmers may get their names enrolled at PPC or rice mills and collect date on which his paddy can be sent to PPC as per the turn.
  • It must be impressed upon to all that all the paddy offered at rice mills/ PPCs will be purchased by Govt agencies till September 2013, most of it by MArch 2013. Govt has declared to procure 4.40 Lakhs MT rice which is equivalent to 6.5 lakhs MT of Paddy.
  • It is appealed to all to please cooperate to the procurement machinery and offer your paddy at the nearest PPC.
There will be 30 PPCs, one in each block functional uninterrupted till March 2013. Payments by cheque can be collected on the spot at these PPCs. Purchase officers from CMR agencies will issue cheques on the spot at these PPCs.
We are also supplying moisture meter,  beam weighing scale and other logistics for quality control at each PPC so that the farmers don't face problems.
Success of the paddy procurement depends upon the collective efforts of all agencies and cooperation of all.

Meeting on Paddy procurement at Sanskriti Burdwan - some pictures

MIC Food & Civil Supplies holds Paddy procurement meeting with all agencies and rice mills at Sanskriti Mancha Burdwan on 26th November 2012

Paddy procurement operations for Kharif Marketing Season (KMS) 2012-13 will start from the end of November 2012 in all paddy producing blocks of Burdwan district.
  • We have already identified Paddy Purchase Centres (PPCs), spread throughout the district, and also tagged rice mills with PPCs. PPCs for direct purchase to be run by State agencies in addition to PPCs in association with PACS/PAMS (Cooperative Societies).
  • This year we plan to set up large number of Direct PPCs where farmers can offer Paddy at Rs 1250 per quintals for common paddy and Rs 1280 per quintal for fine paddy and get payments on the spot through account payee cheques. Banks were directed to open zero balance accounts to the farmers who applied and special awareness programmes cum facilitation camps were organised in all blocks in the last two months.
  • State agencies, WBECSC, NAFED, NCCF and Benfed will set up the PPCs at the locations already suggested by MLAs/ identified by blocks and make arrangement for Paddy purchase directly from farmers at MSP. List of all such proposed PPCs already shared with block authorities and others.
  • At present, district authority has ensured available vacant go down space of 23000 MT of total storage capacity of 1.04 Lakh MT under State Govt. in Burdwan district. Information on stock and space availability is updated daily on www.bardhaman.gov.in web portal for transparency. There are plans to collect daily sms report on paddy purchase from each rice mill and track information through sms based management system.
  • All the dues of PACS/ Rice mills for previous years also cleared.
  • All necessary steps to ensure smooth procurement operations are being taken and we seek cooperation of all stakeholders in the greater interest of farmers.
  • Burdwan district plans to procure about 3.92 Lakhs MT rice in this year after successful operations last year when 3.36 Lakhs MT was procured. We could ensure purchase of 7 Lakhs MT Paddy from farmers under Levy and CMR procurement operations and expect that quantum may increase to 8 Lakhs MT Paddy this year.
To discuss the strategy and review the preparedness of all agencies, tagged rice mills etc, a meeting will be held at Sanskriti Lok Mancha Burdwan at 11 am. MIC Food & Civil Supplies has consented to preside over the deliberations.

RSBY enrolment for MGNREGA workers started in Burdwan

Enrolment of MGNREGA workers under RSBY started today in Burdwan. Some photos sent by BDO Bhatar. 2.29 lakhs APL and total 8.3 lakhs families will be covered for annual free treatment of Rs 30000 per annum. Well done Team Burdwan. On first day itself 900 biometric cards issued on the spot. This time cards have 64 kb memory chip to store all informations of the family. Camps are running in Burdwan1, Burdwan2 and Bhatar blocks at present and will cover all blocks and municipalities by the end of January 2013.

Further funds for minorities in Burdwan

Additional funds for ITI at Bhatar at Rs 2.60 cr cost, 17 piped water supply schemes at Rs 5.12 cr in minority dominated areas of Burdwan sanctioned under MsDP.
Earlier, we got sanction of 150 Classrooms, 104 ICDS centers, 31 water supply schemes, ITI at Mangalkote at the cost of Rs 19 Cr in this year. Good funds for best performance in Burdwan.
All works to commence in one month.

MGNREGA Burdwan : Records man days of 190 lakhs, highest

MGNREGA has recorded highest man days till October 2012, breaking all the previous records. This year man days created by 5.97 lakhs families is 190 lakhs (April 2012 to October 2012) which is higher than last year achievement of 189 lakhs from April 2011 to March 2012.
  • Average work per family engaged is 32 days. On an average each family of 5.97 families engaged under MGNREGA got more than Rs 4100 income out of MGNREGA, supplementing family household budget for better living.
  • Burdwan district recorded 310 lakhs man days in last 12 months, the highest by any District.
  • Expenditure of funds is Rs 345 crores as per reports received till 15th November since April 2012. Our annual expenditure last year was Rs 359 crores.
  • At present new PIAs are not in the position to start new works as there is no funds available. We got Rs 58 crores immediately after Pujas, which is disbursed to PIAs for payment of pending wages and material costs. All pending bills could not be fully cleared out of this allotment. Request has been made to release further funds so as to start new works as soon as paddy harvesting is over.
  • Burdwan becomes first district to enrol 2.29 lakhs APL families under RSBY where Rs 30000 per annum free treatment cost is available to each family.

Resource Mobilisation in Burdwan recorded unprecendented growth in last two years.

Reviewed Revenue generation in Burdwan district with Commercial Tax, Motor vehicles, excise, Sdos, Asansol cess collector, Land, district registrar and other Govt deptt. Rs 1286 crores collected in this year till date compared to 644 Cr in 2010 and 871 cr in 2011 during same period. Good collections of Cess& Royalty from coal, sands and bricks plus land revenue 798 cr, Registration stamp duty 92Cr, Excise 218cr, Electricity duty 91cr and MV taxes Rs 80Cr. Overall growth of Rs 415Cr over last year.
All asked to further increase raids and realise dues of arrears.
