Need to strengthen supervision and monitoring of ICDS - case of Karwa1

There were media reports that one ICDS centre allegedly served pest infested dal, leading to protest by locals. Taking note of the matter, team of officers from district and block were asked to visit the centre and furnish factual reports. This evening got written reports.
  • It is matter of concern that huge quantity of dal was supplied six months ago, which is not exhausted fully and thereby started deteriorated due to improper storage at the ICDS centre.
  • Further dal was also supplied from CDPO Katwa1 without taking into account 71 kgs of earlier physical stock. ICDS centre can't stock food grains in huge quantity for longer period.
  • Therefore, generally stock not more than three months consumption is supplied. In this case, there seems to be error in decision on the part of CDPO who supplied further food grains without verifying balance stock report from supervisor.
  • Deteriorated stock should not have been used for cooking, as was decided later.
  • Corrective measures initiated.
  • Instructions have also been issued to all Sdos and CDPO to monitor the ICDS regularly and closely. Computer based food grain monitoring system must be used by all projects.
  • All CDPO must conduct inspection of minimum 20 ICDS centers per month as per the existing order and submit reports to SDOs.
  • Sdos and Bdos must also inspect some centers per month.
A district level task force headed by ADM LA will conduct surprise checks and monitor food grain movement.

Irrigation department schemes to be reviwed at Burdwan Circuit House on 18th Jan at 1.30 pm

MIC irrigation will review flood protection and irrigation schemes on 18th Jan at 1.30 pm at Circuit House.  Engineers of Irrigation at Burdwan and officials of District administration will attend.

Burdwan claimed full entitlement of rural housing without any deductions

Burdwan district got sanction of 2nd installment of Rural Housing ie IAY for the year 2012-13 to complete 14747 houses to BPL families.
  • The sanction was accorded by ministry of rural development on 25th December 2012 for full entitlement. We have received funds last week and releasing to blocks by 20th January 2013.
  • All the funds, to beneficiaries who submits photograph and progress report of first installment of Rs 22500 shall be released by Blocks.
  • BDOs should send GP teams to collect photographs of work in progress and UC so that all the funds to identified beneficiaries can be released by 15th February 2013. We have to ensure full utilisation of funds to avoid closing balance more than 10 %.
  • There has been no deductions on account of excess carry over in the last year, poor performance as on December and homestead.
    • It may be noted that excess carry over beyond 10 percent of available funds as on 31st March is deducted from 2nd installment of the district.
    • Similarly, deductions are done if proposal for 2nd installment is not submitted to GOI by 31st December.
    • Burdwan district submitted proposal after achieving 60 percent expenditure on available funds in the month of October 2012 and is the first district in West Bengal to have claimed full amount of Rs 34 crores without any deductions.
  • We are one of the districts in the country whose full entitled amount has been released with zero deductions as in most of the states deductions have been resorted for poor performance.

Minority Girls Hostel at Orgram Bhatar sanctioned at Rs 93 lakhs

Today, received sanction of Rs 93 lakhs for construction of minority girls hostel at Orgram, Bhatar. Few more proposals in Nadanghat, Burdwan Town are also likely to be cleared soon from the State Budget.

  • 1.40 lakhs MT Paddy purchased till date.
  • 70 Paddy purchase centres are running in all blocks and it will be increased to 80 by 20th January 2013.
  • 27000 MT rice is delivered to go downs so far.
  • Rice mills asked to do paddy purchase at all mills at MSP from farmers only. Muster rolls should be maintained properly recording cheque payments and other details of farmers.
  • Levy rice to be supplied to FCI only for time being and CMR to both State and FCI.
  • FCI will increase cash credit limit per day from one crore to Rs two crores to clear rice mill payments instantly.
  • Rice mills to expedite milling and supply of rice.
  • CMR agencies has to claim bills and release funds to PACS to improve pace of procurement.
  • Immediate crack down on rice mills not purchasing paddy and indulged in irregularities to be ensured by Vigilance Teams of DCFS.

Krishi Melas at blocks and Sub divisions - special counters for credit investment subsidy

West Bengal Govt is organising Krishi Mela at Agricultural blocks and Sub divisions between 12-13th January at blocks and 15th-16th at Sub divisions. Applications of farm implements and one time pump set electrification are being processed on the special counters.We disbursed subsidy to 150 farmers on 10th January 2013 at Public function.
Some clarifications :-
  • All farmers having active KCC and getting bank loan through KCC for power tiller, tractor, reapers, zero tillage, pump set up to 5 HP can claim the credit investment from the Block Agriculture Officers. Funds of the Govt shall be credited to Bank disbursing loan for the farm implements.
  • One Time Electrification of Pump set service connection charge @ Rs 8000 per connection to be paid to WBSEDCL directly against quotation.
  • WBSEDCL can claim only Rs 8000 per connection irrespective of number of poles, transformer etc as per the agreement with Agriculture department.
  • Similarly, in cases where cost involved is below Rs 8000 per connection, they will get full Rs 8000.
  • Farm implement subsidy can be claimed against bank loan sanction using KCC and to be credited to Bank directly on disbursement of loan.
  • No cash payment to beneficiary is allowed.
  • Those not having KCC may apply at ADO office.
  • List of beneficiaries and amount of loan, subsidy etc to be placed in public domain for transparency.

Rs 34 crores for 14747 houses, 2nd installment released in Burdwan

IAY is the most important Rural Housing Scheme for BPL families in Rural areas which provides pucca house @ Rs 45000 per house plus sanitary latrines @ Rs 3200 from Nirmal Bharat Abhiyan. In 2010-11 and 2011-12 years we constructed 25838 houses in 31 blocks.
  • This year we sanctioned 14747 houses and released Rs 3193 lakhs in the beginning of 2012-13 financial year.
  • Now, District got another Rs 34 crores as 2nd instalment as informed by Govt of India.
  • 2nd instalment is released on utilisation of 60 % of the available funds. Burdwan got its full entitlement this year.
  • Funds shall reach GPs in a week for disbursement to beneficiaries against ongoing house construction on production of photographs that work is started and completed up to plinth level.
  • We have all blocks to do social audit of works and see that houses are constructed physically in all cases as per plan.

Direct Paddy Purchase Centres (PPCs) yielding good results in Burdwan- update

District Level Monitoring Committee (DLMC) to review Paddy procurement will be held at 4 pm at VC room where State Agencies, Rice mills, FCI and Food Officials have been asked to attend.
In continuation to earlier posts on the subject, direct PPCs model has been very effective in ensuring Minimum Support Price to farmers by price stabilisation and smooth paddy purchase operations.
  • Review of agency wise progress to be held on 16th January 2013.
  • As per the reports as on 14th January 2013, there are 64 PPCs functioning throughout district to purchase CMR paddy in addition to 300 plus rice mills purchasing levy paddy at MSP.
  • 1.40 Lakhs MT paddy has been purchased so far.
  • EC of rice offered for Levy to FCI for a quantity of 21224 MT, State Food Supply go downs 24300 MT, totalling 45524 MT has been issued.
  • 11500 MT rice to FCI and 16000 MT rice to State Go Downs has been delivered. Rice mills to deliver the offered rice to FCI go downs first in order to facilitate movement of rice outside State by FCI once they are go downs are filled.
  • Total 27500 MT rice is already collected in district go downs.
  • District Controller has been advised to increase the vigil over rice mills and PPCs and ensure that paddy purchased is at MSP, from genuine farmers and payments by account payee cheque in favour of farmer are issued on the spot.
The strategy and approach this year has been refined and effective, particularly direct Purchase Officers at large number of PPCs issuing cheques to farmers directly.
