Replies to CEO

Onkar Singh Meena, DISTRICT MAGISTRATE & COLLECTOR NADIA said... Sir,Thanks for your appreciation. We in Nadia have ensured that each part is checked personally by DO and one of the AERO. It's interesting but time consuming exercise for some of us like EROs/ DM & DEO, since works like Panchayat reconstitution, trainings and BPL data entry is also going on simultaneously. I have to mention two points :-1. In response to my earlier blog and your Query the DO I referred is one Mr. Ashok Ghosh GP Karmee of Bhatjangla GP in Krishnagar-I. He was GP member 10 years back and a local resident. He is dynamic worker, popular in the area and knows all residents of GP by face. Contrary to that, some of the teachers appointed as DOs are not so proactive.2. I think BDOs must be declared EROs instead of busy offices like DPRDO, DPLO, DWO etc. who can not do justice to their responsibilities as ERO considering their own work load. Moreover, BDOs does all the revision work in their area , though they are one of the AERO like other block officers. This issue was also raised by some of the observers during last Election.We have received Quality Drive reports from all BDOs and EROs including that of ADMs and DM. DM & DEO's visit to Krishnagar-I for Quality Control and Error free Electoral Rolls

I visited Part No. 112, 113 and 113 of 85 Krishnagar Dakshin AC, Bhatjangla along with BDO Krishnagar-I. Roll reading was done sitting at grocery shop and booth level. My observations are as follows :-
1. In part No. 112 serial number 17, 118, 226, 350, 555, 557, 562, 701, 715 and part number 113 serial number 566, 596 the image of elector is half cut and each half superimposed. More such errors were detected in other parts of this block. Actually, the image is split during printing/ processing and spread in such a way that it looks like double image of each elector printed on the roll.
2. Image mismatch or no photo print, though EPIC number is printed could be detected against serial number 233, 466, 481, 524, 686, 855, 1086, 1097 of part 112; 908, 1296, 1351, 1387, 1410 of part 113 and 661, 1132, 1133, 1021, 1303 of part 114.
3. Dead electors could be identified during roll revision against serial number 427, 434 and 467 of part 114.
4. Spelling mistakes in surname could also be noted.
5. Form 7 applications filed is Nil in all three parts. DO were advised to get Form 7 filed by family members in case of dead/ shifted.
Other wise the rolls are error free in these three parts. It is found that one of the three DOs did massive roll checking and reading in presence of electors thereby identifying most of the errors.
All EROs, AEROs needs to ensure that Quality Checking drive initiated by Hon'ble CEO takes place in true spirit.

Quality Control Reports must be emailed to us

  1. We are receiving Quality Control on Electoral Rolls from some of the blocks. All EROs must email the report early. It reveals that there are large number of mistakes on top sheet itself. I have asked vendor to start correcting the mistakes on to cover page of parts. SDOs and EROs may not.
  2. There are photo mismatch reported most of the officers, in some cases mistakes in sex written on the roll and also un clear image. In all such cases suo motu correction must be ensured.
  3. Dead and shifted deletion through Form 7 is not encouraging. AEROs must do suo motu deletion based on report from DOs/ BLOs identifying such electors. Roll reading at the booth level is very much important and must be interactive.
  4. Under no circumstances transposition for voters convenience can be allowed as clarified by CEO.

CEO's Blog must be regularly checked by EROs

Onkar Singh Meena, DISTRICT MAGISTRATE & COLLECTOR NADIA said... Sir,I held meeting with SDOs and BDOs on 7th August and reviwed the revision process. I also verified six parts at booths.
1. I found that more than 40 images have been repeated in some of the parts in Kalyani and Krishnagar. We are taking steps to rectify the errors. In two of the parts there is no image.
2. Wrong images could be detected only when I read the roll in presence of 4-5 local people showing them the image. DOs conducted booth meeting but I think we may organise one more booth level roll reading by DOs to ensure error free rolls.
3. Errors found on top sheet can better be rectified by WTL immediately instead of waiting for 14th August when the agency starts data entry, because every time such errors are not taken care of because of shortage of time.
4. Form 7 objections are not coming. Detection of dead & shifted electors through roll reading and suo motu deletion process is required.
5. In few cases people are submitting transposition applications to transfer their names to polling station adjacent to them, though the new polling station finalised is available within 2 kms.
6. Time given for hearing is extremely short for quality hearing and proper justice to applicant.
7. Some proposal for change in the list of polling station are coming from SDOs. Reasons are justified like distance is more than 3 kms. This has been detected later. Similarly, in some of the urban areas where polling stations have not bifurcated, but due to non availability of space for auxillairy, commission may consider new polling stations. There is real need in towns like Kalyani, Nabadwip.

CEO's Blog said... To Mr Onkar Meena, IAS, DM Nadia:I've carefully gone through your 7-point comments after your personal scrutiny. I'll call upon other districts to do likewise. Now, my pointwise responses:-
(1)OK. Please sms me the details of the 2 oarts without any photos so that I can take up the issue with the top management of WTL.
(2)Commission's standing instructions call for reading out rolls in localities concerned. So if you can arrange more of this, it's good.
(3)Please contact your local WTL Vendor. I've no objectiob if you can start the work earlier.
(4)I'd advise caution here. What is relevant is the polling area described on the cover page.
(5)Same as above>>exercise discretion
(6)Additional AEROs have been allowed by Commission. Increase man-hours to achieve target. Last dates are non-negotiable.
(7)DEOs can follow procedure in RO's handbook before next DP expected in late Oct 2008.-CEO,WB 10 August, 2008
