Resource Mobilisation in Burdwan recorded unprecendented growth in last two years.

Reviewed Revenue generation in Burdwan district with Commercial Tax, Motor vehicles, excise, Sdos, Asansol cess collector, Land, district registrar and other Govt deptt. Rs 1286 crores collected in this year till date compared to 644 Cr in 2010 and 871 cr in 2011 during same period. Good collections of Cess& Royalty from coal, sands and bricks plus land revenue 798 cr, Registration stamp duty 92Cr, Excise 218cr, Electricity duty 91cr and MV taxes Rs 80Cr. Overall growth of Rs 415Cr over last year.
All asked to further increase raids and realise dues of arrears.

Burdwan got Rs 10 crores to create Good Quality sanitary toilets to rural households

Burdwan district received Rs 10 crores to cover all the households of selected 39 GPs, one each block and two in some blocks who got open defecation free status. This fund will be utilised to construct pucca sanitary latrines for all BPL, ST, SC, Women headed families, Landless Agricultural labourers and farmers owning less than 7.5 bighas (marginal farmers).
  • Each toilet costs Rs 5500 out of which Rs 900 is the beneficiary contribution and rest Rs 4600 is subsidy grants under Nirmal Bharat Abhiyan.
  • In case the beneficiary wants to construct sanitary latrines of higher specification, say Rs 10000, he/ she can avail the facility of MGNREGA convergence where additional funds from MGNREGA is contributed for purchase of material (upto Rs 1800), labour cost as required @ Rs 130 per day etc.
  • It's good scheme to cover all rural houses with quality sanitation facilities at affordable rates. Funds will be released to GPs by the end of this month after District Level workshop on 16th November 2012.

Review of NGNB and other rural housing schemes for landless homeless- process to be expedited

Nijo Griho Nijo Bhumi, NGNB is the most successful initiative of West Bengal Govt. to provide lands to landless and homeless. Last year District Land & Land Reforms Office in Burdwan issued NGNB patta to 1945 families and also provided funds for construction of houses from IAY, Gitanjali, Amar Thikana and Amar Bari schemes where funds were sanctioned for construction of houses in a large number of cases. Achievement of Burdwan was one of the best and well appreciated.
  • This year 400 NGNB Pattas have been issued already and further 832 pattas are ready for distribution in the first week of December 2012.
  • I had a review of NGNB Pattas and allotment of funds for houses to these homeless families/ Economically Weaker Sections. DLLRO, ADM Development and concerned district officers attended the review.
  • As per the reports, District submitted list of 1435 minority families under Gitanjali, 521 Paschimanchal Unnayan Parishad, 374 Fishermen under Gitanjali, 250 Housing for ST SC and 1280 Amar Thikana of Panchayat Department for sanction of funds to construct houses. Tender for PUP already finalised and work orders issued from blocks for construction of houses. Projects for all these houses are likely to be sanctioned shortly.
  • We have prepared a detailed database of these identified beneficiaries and shared with blocks so that they can submit their proposals under different rural housing projects. All NGNB will get house construction cost irrespective of the facts where they are names appear in BPL or not.
  • They will also be covered under SHGs, MGNREGA and other Govt schemes.
  • Now, it is decided that 9139 homeless landless families identified in the district will be covered as early possible. Govt vested lands are being given priority for issuing pattas by Sub divisional level committee headed by SDOs in consultation with local MLAs, officials of concerned departments,  in addition to purchase of lands at market rates in the areas where Govt lands are not available. By the end of December 2012 further 1500 NGNB patta with house construction cost will be sanctioned in Burdwan.

Burdwan claims 2nd instalment of Rural Housing IAY, 14185 houses to BPL

IAY is the most important Rural Housing Scheme for BPL families in Rural areas which provides pucca house @ Rs 45000 per house plus sanitary laterines @ Rs 3200 from Nirmal Bharat Abhiyan. In 2010-11 and 2011-12 years we constructed 25838 houses in 31 blocks.
  • This year we sanctioned 14185 houses and released Rs 3193 lakhs out of which Rs 2740 lakhs has been utilised till September 2012.
  • District will get another Rs 34 crores as 2nd instalment within this month as our claim has been accepted by Govt of India. 2nd instalment is released on utilisation of 60 % of the available funds.
  • In Burdwan Katwa1, Kanksa, Bhatar and Baraboni are lagging behind in expenditure with less than 20 % UC whereas Ketugram2, Purbshthali 1 and Jamuria are the best performers spending more than 95 %.
Burdwan is the first district in the State to have submitted 2nd instalment claim.

Burdwan got sanction of 18 roads with 43 Kms length under PMSGY

We submitted DPRs for new connectivity for left out 500+ population villages to GOI a few months ago. Now, GOI has sanctioned 18 roads with length of 43 Kms in Burdwan district in the current year. Estimated project cost is Rs 18 crores with average Rs 46 lakhs per Km.
  • Further, 18 roads with length of 183 Kms have also been approved for up gradation of roads. DPRs for up gradation of roads are under process and is likely to be submitted to GOI by end of this month. 
  • At present 100 Kms length of new roads under PMGSY are under construction in Burdwan district, which were sanctioned last year.
  • We also expect to get further 19 roads of 56 Kms sanction in next phase under up gradation category.
This is good best to road sector in Burdwan district.

MGNREGA in Burdwan as on 31st October 2012 updates

Updated reports as on 31st October 2012 shows Rs 326 crores expenditure and 184 lakhs mandays involving about six lakh families in Burdwan district. Average work done is 32 days per family. Burdwan remains at top in expenditure and engagement of largest number of families under this flagship programme by any district at National level and at 6th Position in terms of creation of man days.
  • We released Rs 58 crores recently for making payments of pending wages and material procured during the last months and it is estimated that total expenditure on disbursement will be Rs 380 crores by the middle of December 2012 and man days will exceed 200 lakhs.
  • Our district got the approval of revised labour budget of 227 lakhs man days and expenditure of Rs 520 crores.
  • Last year, Burdwan spent Rs 138 crores and created 71 lakhs man days till October 2011, So, this year expenditure growth is 236 percent and man days creation growth is 259 percent compared to the same period ie April to October last year.
  • It is also to be noted that only 2.59 lakhs families were engaged in the MGNREGA work as on 31st October 2011 as compared to 5.85 lakhs this year during the same period providing benefits to more families.
  • Good performance of Burdwan ensured Free Health Insurance cards of RSBY worth Rs 30000 per family per annum for five members even for APL families in addition to BPL families already enrolled. Enrolment under RSBY starts from 17th November 2012 at GP level.
  • APL families are also being covered for construction of Sanitary latrines at their houses under MGNREGA through convergence of Nirmal Bharat Abhiyan and MGNREGA.
