Ngnb patta distribution in all blocks on 7th and 9th March

Hon'ble CM office has desired NGNB distribution on 7th and 9th March at the Sub division/ blocks to be informed on Monday. Hon'ble MIC and MLAs to be informed by me will attend the programme. 
  • Adm LR informed to keep pattas ready.
  • Sdos and bdos please club other Govt benefits also to make to grand success. 
  • Distribution of Agriculture department credit subsidy for tools, implements and one time electrification may also be done during these functions.

169 Farmers of Monteswar to get Cheques from Hon,ble CM West Bengal at Town Hall Kolkata on 2nd March 2013 at 3 pm.

Finally, Hon'ble CM West Bengal arranged funds to farmers of Monteswar, deprived of claims of their Paddy cost sold to Jamna PACS. 169 of them will get cheques from Hon'ble CM West Bengal on 2nd March 2013 at Town Hall Kolkata at 3 pm. We are taking them in buses with our staff and officers. The decision is very much appreciative and un precendent.

BCW hostels to get renovation funds in March 2013, Bdos please send proposal by 1st March

As per discussion with Secretary BCW today,  Burdwan district may get Rs 20 lakhs for improving the living conditions of Ashram Hostels, BCW hostels maintained by Department.  Estimates for renovation, white washing,  furniture and drinking water facilities may be sent to PO DWO for reimbursement of funds to Bdos. Please get the works done meanwhile.

Surprise inspection of 14 Paddy Purchase Centres - good impact

We are running 86 Paddy Purchase Centres in Burdwan district, out of which 26 are Direct PPCs manned by Purchase Officers. We instructed teams of few blocks to conduct surprise visits and find out the actual position of PPCs. Analysis of reports shows that PPCs were found working in all cases except few where time extension is planned or the time period is over. Out of 14 PPCs inspected, average daily purchase is 400 to 700 Qtls per day per PPC, which could be improved to 1000 to 1200 Qtls with better management and publicity. Bdos may please monitor the PPC wise reports from POs and take corrective measures for improving the efficiency.
The issues related to delivery of milled rice and payments to Rice Mills by CMR agencies may also be reviewed.

Blocks to improve SVKSP (BSKP) to achieve targets

Today reviewed WBSSP and SVKSP with District SHG & SEO. We claimed Rs 78 lakhs for 1054 SHGs as interest subsidy and further claims of few lakhs only are under process. Balance claims must be sent to district immediately.
  • Performance of sanction of BSKP is not good in most of the blocks. Against target of 8000, only 4500 cases have been sponsored but sanction is only 1600 with claim of RS 9.53 crores only.
  • There are some cases under process and hopefully total sanction may be little better than reported. But, performance of some of the blocks and municipalities is not up to the mark. District SHG &SEO will send a letter to all SDOs and BDOs. Please follow up.
  • SHG markets at Raina, Khandghosh must be operational by middle of March 2013

RSBY mop up to continue till 10th March 2013 to achieve 75 % plus coverage

All SDOs and BDOs may please recall the instructions issued last week to identify the low coverage GPs and wards and organise mop up camps to maximize the RSBY cards.
  • Now, it has been agreed by the State Govt that mop up will continue till 10th March 2013.
  • However, new cards issued till 28th February 2013 shall be activated from 1st March 2013 onwards and old cards will be deactivated wef 1st March 2013.
  • Please take steps to convince the GPs/ wards where local resistance did not allow enrollment properly and cover them. If required, Govt employees must be directed to act as FKO and complete renewal or new enrollments.
  • We have covered almost 6.1 lakhs families against target of 8.34 lakhs and it is hoped that we'll cross 6.5 lakhs to become top most district in the State and Country to achieve highest enrollment.
  • Burdwan is at present at top in enlistment of maximum hospitals, patients benefited and amount of treatment cost claimed.
  • We also covered highest APL families due to MGNREGA.

Policy on land for Govt projects

During review of projects in Development Monitoring Committees,  several issues of land transfer or vested land allotments have come up for decision making.  After careful examination of existing Govt orders and circulars from Land Reforms Department and Finance Department of GoWB following policy to be followed :-
  1. On submission of request letter from concerned executing agency or the fund sanctioning authority for permission to use Govt lands, local bdos/ sdos will get the land schedule verified by BLLRO to ascertain plot information,  area,  RoR and information whether land is free from encumbrances.  Mouja Map of land and RoR be submitted to Sdo or District Authority. Please send all cases where projects sanctioned/ announced by State Govt by 10th March 2013
  2. In case of vested lands recorded in favour of Collector tender formalities can be initiated on getting favourable reports on para1 and consent of Collector.  Concerned department head at district level or Secy of the department should apply for the land transfer to DLLRO. DLLRO will send proposal for land transfer with reports as in para1 and valuation report to LRC through Collector.  Meanwhile,  actual works can be taken up by executing agency as soon as possession order is issued by LRC.
  3. In case of Govt lands other than vested, NOC of district officer of land owning department must be obtained by Sdo or District Authority and then formal request letter for relinquishment be sent to Secy of land owning department by DM office in case of projects being taken up by Sdos, Bdos and DM office. In case of Engineering department and other line department the letter be sent by their directorate or district officer.  On getting order of relinquishment from administrative department owning the land, copy be sent to DLLRO for correction of records in favour of Collector and thereafter procedure as followed in para2 for vested land to be adopted.
  4. The lands for schools,  hostels, kisan mandi, bazar, haats, colleges, ITI, Polytechnic and similar buildings and roads, water supply, bridges etc to be transferred in the same manner as per para2 or 3 as applicable.
  5. In case of lands belonging to private raiyats, organisations and society etc gift deeds or sale deeds can be executed in favour of concerned department and records be corrected. However,  higher education department advised that all lands donated for Colleges be done in favour of Collector and thereafter long term settlement to be done by Collector in favour of College.
  6. In case of autonomous institution like University,  registered society,  cooperative society and statutory authority under State, lands to be settled by way of Long Term settlement and not the inter departmental transfer.
  7. All Sdos and Bdos please review all pending cases due to land matters and get the reports as per para1 submitted to district authority. All announced projects must be grounded by 15th March positively.  No excuse on land matters will be considered.
This may be discussed in DDMC at all levels.

Enrollment dates for RSBY cards likely to be extended for two weeks to maximize

A review of RSBY enrollments in urban areas of Burdwan district and few rural blocks necessitates extension of enrollment till 15th March 2013 from present 28th February 2013. We have requested the insurance company and Govt to allow extension of two weeks. All Sdos and Bdos must identify the wards and villages where turn up is poor, say less than 50 percent at lowest level unit or average of municipality or block less than 75 percent. Mop up should be done in all such places from 1st March 2013 at pre announced locations. House to house slips be sent to left out families at least one day in advance so that all of them get opportunity to enrol. In case, local bodies don't cooperate citing problems of database not acceptable to them, Govt employees like ICDS workers or GP staff must be assigned FKO. We must endeavor to cover maximize families so as to reach record target of 7 Lakhs out of 8.34 Lakhs.
Formal communication will be issued in a day or two. Meanwhile Sdos in urban areas and Bdos n rural areas may prepare mop up schedules.

Going to attend Sub divisional development monitoring committee meeting at Asansol tomorrow

Attending special Sub Divisional Development Monitoring Committee meeting at Asansol tomorrow at Asansol from 11 am.

ECL to submit PIR reports to get land clearances and long term lease.

After review meeting with ECL area managers and land officials on 23rd February at Asansol following decisions and procedures finalised to get clearance of mining plan of ECL :-
1. No piecemeal proposal for LT settlement of vested land for mining purposes be issued but ECL has to conduct joint Preliminary Inspection Reports of total land areas and submit information on lands showing forests,  tribal, patta lands, barga lands, water bodies, raiyati lands and company lands etc with maps.
2. Structures on land like houses, roads, utilities and public property if any must also be shown along with plan of relocation and rehabilitation even of the houses are encroachment provided the family is homeless and landless in such cases.
3. In case there are families to be rehabilitated or occupying the vested lands the first priority will be given to such rehabilitation in settlement of lands. However, vested land can be settled with ECL if they offer suitable land for Rehabilitation.
4. Irrespective of permissive possession or otherwise, fresh LT settlement proposals after PIR must be initiated and valuation to be done at present market rates.
5. Tribal land transfer must have permission of Collector and such permission can be obtained from Collector office at PODWO office Burdwan only. Employment to one adult family member of tribal land losers and land against land is mandatory while granting permission.
6. ECL has been told clearly that for all land acquisition proposals these norms of forest lands, tribal lands and rehabilitation has to be followed.  DPR along with environment clearance is required to process any land acquisition case.
7. Eight land patches of vested lands identified in Salanpur, Jamuria and Hirapur areas for shifting of people from most vulnerable subsidence prone notified sites. Joint verification of these sites be completed by 28th February 2013. On getting clearance of State Govt, ADDA has to initiate DPR for getting the sites ready for rehabilitation as per norms of Master Plan.

Visits to Bdo offices from this week - all blocks keep updates on all schemes and programmes

I have started visiting blocks to review development projects and Govt benefits. Last week I visited Ausgram1 block and undertook field visits in tribal areas of Junglemahal. This week I am planning to visit at least two blocks, one in Katwa and another in Sadar south. More blocks to be covered in subsequent weeks by me or Adms. I expect Bdos to keep a brief on all schemes and Govt benefits for discussion. Sdos please ensure this and also accompany me.
It is requested to please keep extension officers and line department officers informed as and when the visit is scheduled.
