Review of progress of SNCU Durgapur - endeavour to make it functional by March.

Visited SNCU Durgapur work site.
  • All civil works completed and electrical works including ACs to be completed by 31st December 2012.
  • Hospital authorities advised to complete procurement of equipments and instruments by end of January 2013.
  • Govt has been moved to place the services of six doctors, 9 nurses and 12 GDAs/ Nabjat Sahayika by end of January and complete their trainings for running SNCU by middle of March 2013.
  • We hope to make it fully operational by end of March 2013.
SNCU at Asansol made operational in January 2012 and that of Burdwan is likely in few months. PWD completed works of these units in record time under close supervision of district administration.
OPD building of Durgapur is also completed. Happy to see good works in Durgapur hospital.  SDO AND chairman RKS advised to restore parks and beauty the compound with help from ADDA.

Delimitation and seat reservation of seats of Panchayats in Burdwan - basis

We had meeting with all recognised Political parties at VC room yesterday where basics of Delimitation of seats and reservation were explained to them in detail showing PPP on LCD. Here are some basics for understanding...
  1. GP is the basic unit to determine the number of seats for GP and PS and block for ZP. Number of electors of a GP as per electoral rolls published in January 2012, is divided by 900 to get number of GP seats in a GP. One more seat for fraction is added. Similarly, PS seats is equal to electors in the GP divided by 4500 plus one for fraction and ZP seats is equal to total electors of block divided by 60000 plus one seat for fraction.
  2.  Maximum seats in a GP can not exceed 30 and minimum 5. Number of PS in a GP can not exceed 3 whereas number of ZP seats in a block should not exceed 3.
  3. Now, electoral parts of assembly (as on date after rationalisation of polling station in August 2012) a GP are assigned GP seat constituency from SW to NE directions as per polling station serial numbers. In case of number parts more than seats, parts with lowest electors and geographically continuous are merged to delimit seats.That means existing Assembly booth and part is also the new GP seats except few cases where merger has been done.
  4. PS seats and ZP seats are also carved out in similar fashion without changing boundaries of GP seats as determined. Number of electors assigned to each seat of GP, PS and ZP can vary and may be less than or higher than nominal average of 900, 4500 and 60000 which is only for determination of number of seats.
  5. Reservation of seats is now done in proportionate to percentage of ST SC OBC in the population of GP for GP, block for PS and district for ZP.  Population of GP is projected based on decade growth of population for the block as per decadal growth rates figures made available by census for 2011 as against published mouja population of 2001.
  6. In case of part mouja field surveys were carried out. ST SC population have also been derived in the same way. BC population derived from BC survey conducted two months ago. As per figures Burdwan district has 7.7 percent ST, 34 percent SC and 19 percent BC. So number of seats out of 75 ZP for ST is 6, SC 25, and BC is 6 only.
  7. It may noted that reservation can't exceed 50 percent of total seats, so only 37 seats are reserved. BC reservation is to be done only when seats reserved for ST and SC taken together is below 50 percent. Available seats will be reserved for BC to that extent. If ST SC seats exceed 50 percent, it will be reduced proportionately.  This is the reason for overall less seats reserved to ST SC compared to total population in GPs where their percentage is more than 50.
  8. In a GP, block or district individual seats are reserved in terms of rosters after arranging seats in descending order from highest to lowest percent of ST or SC or BC as the case may be. So seats having higher number of ST SC or BC may not always be reserved for that category.roster is generally 1, 3, 5.... of serial number of descending order.
  9. There may be cases where a seat with only low population of ST or SC or BC,  as low as 5 percent may be reserved for that category as because all seats having at least half of ST or SC or BC population percentage become eligible to be considered under roster. This is the reason as to why two seats in Memari ZP seats are ST reserved.
  10. Women seats are than reserved out of ST SC taken together and BC or Open seats separately. Half of seats not exceeding 50 percent of that category reserved for women. this provision limits women reservation less than 50 but higher than earlier years.

Today's important events

At 11.30 am meeting with all recognised State and National parties on Panchayat Election delimitation and reservation procedures and criteria. Yhey will be explained the basis of seat reservation, calculation sheets and rules etc.
At 12.30 noon Dr BR Ambedkar Medha Puraskar to be handed over to Meritorious SC ST students of Burdwan district at Town Hall. 124 students who secured highest marks in Madhayamik to get Rs 5000 andcitation.

MGNREGA Burdwan updates in November 2012

As per the monthly progress reports as on 30th November 2012 Burdwan district incurred  expenditure of Rs 366 crores creating man days of 199.90 Lakhs i.e. 200 lakhs.
  • District provided employment to 5.97 Lakhs families in the current year.
  • Average days per family is 33 days.
  • Burdwan remains at the top in terms of expenditure and employment generation in the country.
  • Now, in view of paddy harvest and potato sowing in rural areas and also due to non availability of further funds, new works are not yet commenced in the district at present. We hope that by the middle of this month fresh work will start at full swing in the district.
  • This year district is set to spend Rs 500 crores and employment generation of 300 lakhs mandays by the end of financial year. We have a growth of 250 percent over previous years.

Health camp to follow up eye surgical intervention of school students

Burdwan conducted free treatment and surgical operations of students under Innovative funds of NRHM in last six months. After successful intervention benefiting more than 200 students so far, special health check up was organised by Sarva Siksha Mission today at Sanskriti to allow up of earlier cases operated upon and to help fresh cases. Total 187 students attended. Free spectacles were also provided after correction of vision.
In a similar programme at Kulti today we provided prosthetic aids to 122 disabled persons today on world disability day.
Circular has been issued to schools to refer any case for free treatment at Govt cost and free aid and appliances on recommendation by school authorities.

Delimitation of seats and reservation for Panchayat Samity, GP and ZP seats is published today. Details follows

Draft delimitation of seats and reservation for ST SC OBC Women for Panchayats in the district published today at the office of GPs, BDO, ZP. DM Office in terms of instructions of State Election Commission following the provisions of amended WB Panchayat Election Act and Panchayat Act.
  • As per the draft there are 4066 seats of GPs (4068 GP Constituencies), 779 Panchayat Samity Seats and 75 ZP seats in Burdwan district.
  • Out of these GP Reservation of ST is 292 (132 ST Women), SC 1295 (SCW 603), OBC 341 (OBC W 161) and Unreserved 2140 (Women 1066) GP seats.
  • Out of these PS seats ST is 61 (28 ST Women), SC 258 (SCW 124), OBC 61(OBC W 29) and Unreserved 399 (Women 201)
  • Out of these ZP seats ST is 6 (3 ST Women), SC 25 (SCW 13), OBC 6 (OBC W 2) and Unreserved 38 (women 19).
Claims and objections can be submitted to DM Office in next 15 days from the date of publication and that will be disposed off after giving opportunity of hearing to all.
