Nursing Home forced to refund Rs 5000 to RSBY Card holder - Scrutiny by TPA ordered

One RSBY card holder in Burdwan was refused admission through RSBY card showing technical snag in online system. Nursing home (Diplomat Nursing Home in Burdwan Khosbagan) charged Rs 5000 treating him normal patient and raised bill of Rs 11000 this morning as per the verbal complaint of patient's  son Mr P Mukherjee to DM Burdwan over phone.
  • On the intervention of District Authority amount of Rs 5000 has been refunded back and bill of Rs 11000 has also been withdrawn by the Nursing Home authorities with regret.
  • However, it is claimed by the Nursing Home Authority that patient party did not produce RSBY card at the time of admission and they treated him as non RSBY patient.
  • Since there is contradictions in claims, TPA of RSBY Health Insurance Provider has been asked by District Authority to submit a detailed report by 11 am on 31st December 2012.
  • On further enquiry by Nodal Authority & ADM ZP, it is found that nursing home authorities did not take adequate care to honour the RSBY card when produced and avoided proper replies to the patient party to satisfy their queries.
  • Thanks to intervention of district authority,  the issues were resolved to the satisfaction of complainant.  
  • Later, complainant thanked us for the quick response.
This is informed to public in general that refusal of admission to RSBY card holders in any enlisted hospital or nursing home is violation of agreement and norms of RSBY and liable to face legal action including black listing. 
  •  Nodal authority and Adm ZP may be informed by any aggrieved person. Helpline number is printed on new RSBY smart cards being issued on renewal and also on the Hospital notice board.
  • All the calls on RSBY matters are acted promptly.
  • In case of technical snag in the system the enlisted hospital should allow admission manually and inform TPA by sms or fax or email.
  • All indoor treatments as per approved cost of medical intervention or surgery is the right of RSBY card holders as the amount of treatment up to RS 30000 per family per year is reimbursed by the Govt.
  • All the cards for 2012 year are valid till 28th February 2013. Renewal process is going on in the district at GP level camps and renewed cards will be issued to all existing plus new beneficiaries before 28th February 2013.
  • This year our enrollment is likely to touch 8.34 lakhs cards which is highest in any district.  
  • There are more than 4 lakhs MGNREGA card holders alone among these families. 
  • Burdwan achieved record performance in both RSBY and MGNREGA and ranked at top.
