From DISTRICT MAGISTRATE's desk again

PRI bodies has since been formed and taken over charges. I hope the election and operationaisation of standing committees shall be completed by end of July 2008. While formal training to the elected members will take time, training of GP Prodhan/ Upa Prodhan shall commence from 3rd August 2008. There is urgent need to reactivate the administrative machinery so that the development schemes in the district can be expedited. BDOs and SDOs are expected to take lead. Stress should be given on the following points:-
1. Selection of IAY beneficiaries for 2008-09 out of the permanent waiting list and claim of fund for each GP from Nadia Zilla Parishad.
2. Approval of list of beneficiaries under IGNOAPS, AAY, Tribal Old Age Pension and AY out of the RHS software and getting the same approved by the GP. Since fund is already released to GPs, this should be given topmost priority.
3. NREGA work in all GPs must be immediately started. Fortnightly monitoring meetings at Block level must be resumed from this month without fail. Meeting at district level is scheduled on 16th July 2008. Social audit, opening of accounts of job card holders in post office/ banks, updating of data entry on works and cash less payment should be given due priority.
4. Training of all elected GP members at block level regarding NREGA may now be organised.
5. Disbursement of individual beneficiary oriented funds lying at Blocks should be done now. These are Cash GR in lieu of NGR, NHM funds, HB grants.
6. Updation of RHS in terms of Chief Secretary's recent DO letter and circular of P&RD should commence immediately as this is time bound work,where lots of information needs to collected through enumeration.
7. Submission of UCs of BADP, BEUP, MPLADS, TwFC and SFC. While meeting on BADP and MPLADS (17th July nabadwip PC, 24th July Krishnagar PC + BADP) has been convened at district level, SDOs are requested to organise review meeting for BEUP at Block/ Sub-division level. There are reports of non-execution of some of the schemes due to price escalation of certain items for which PWD rates have been revised. All such schemes, if not commenced, may be considered for rate revision. BDOs may act accordingly.
8. Citizen centric services by administration needs to be looked into personally. A meeting to review the position is being held on 16th July.
I hope above points shall be given due emphasis by SDOs/ BDOs.
