Meeting on Queen's baton at 4 pm on 19th April 2010

Meeting preparatory to HS meeting on 23rd regarding Queen's baton will be held at 4 pm at DM Bungalow Office. All concerned to attend.

Subdivisional level meetings on Health, ICDS and Sanitation on 5th to 7th May 2010

It is decided to hold Sub divisional level meeting on Primary Health Care, ICDS and Sanitation as per the schedule noted below :-
  • 04.05.2010 at 10.30 am Asansol Subdivision at Asansol
  • 04.05.2010 at 2.30 pm Durgapur Subdivision at Durgapur
  • 06.05.2010 at 10.30 am Katwa Subdivision at Katwa
  • 06.05.2010 at 2.30 pm Kalna Subdivision at Kalna
  • 07.05.2010 at 10.30 am Sadar North at Sanskriti
  • 07.05.2010 at 2.30 pm Sadar South at Sanskriti

These meetings to be attended by Sabhapties, ACMOH, BDOs, BMOHs, CDPOs, MLAs, ZP Members as Chairman of RKS, SDOs and Karmadhyakshya Swasthya PS in addition to Block level officials associated with Health, ICDS, CHCMI and Sanitation. Letter to be issued by ADM Health. Sabhadhipati, CMOH, ADM Health, DPO ICDS to attend from district HQ. CMOH and ADM Health to prepare PowerPoint presentation on the issues involved therein.

Video Conference with SDOs on 16th April 2010 at 4 pm

As decided earlier, I shall hold video conference with SDOs on administrative matters at 4 pm onwards on Friday the 16th April 2010. Next VC shall be held on 30th April, 14th May and 28th May 2010. Tentative agenda are :-
  • Vacancy of officers at Subdivision and Block level.
  • Annual Inspection of offices of SDOs/ Treasuries.
  • Issues related to citizen centric services like Mutation, Conversion, Caste certificate, residential certificate, PVR, Passport, Gun licence, Public grievances.
  • Adjustment of advances, UCs.
  • Municipal Election 2010 - preparedness review.
  • Census 2011.
  • Functioning of Executive Magistrate Court.
  • Enforcement of Motor Vehicle rules and excise matters.
  • Supervision and monitoring of field offices.
  • Monitoring of development schemes, NREGA, BPL matters.

Police civil coordination meeting on 19th April 2010 at 6 pm

Meeting of Police and Civil scheduled earlier on 15th April 2010 will now be held on 19th April at 6 pm at Circuit house new conference hall. SP Burdwan consented to attend the meeting with officials of SDPO and above ranks. All ADMs, SDOs, CMOH and Ld PP to attend the meeting.
Tentative Agenda :-
  • Issues related to dead body disposal, management of morgues and intimation to near relatives.
  • PM, Inquest related matters including submission of PM reports, injury reports by MOs.
  • Prosecution related issues, appointment of panel PP/ APP etc.
  • Expeditious disposal of Executive Magistrate cases/ NGR cases.
  • Police Civil liasion matters including sharing of daily Sitrep with at Subdivisional level.
  • Infrastructure of court lock ups, police stations and barracks -  discussion.
  • Misc matters as officers may like to raise.

Visit to Central Girls hostel at Burdwan

Today is Birth Annivarsary of Dr B R Ambedkar. After official function at Collectorate, visited Central girls hostel for SCs in Burdwan town. ADM General, ADM Development, SDO Sadar North and PO DWO BCW also accompanied me. This hostel has capacity of 50 beds for post matric SC students. Most of the girls are studying in College and University at Burdwan and some of them hails from Purulia, Murshidabad and Hooghly districts.
It is pleasant experience to find that quality of food served here is good, mess being managed by inmates. Students are getting hostel stipend from BCW department. I had interaction with inmates and tried to understand their views about further improvement in the services. Some of the suggestions that may be considered are :-
  • Annual stipend allotted to inmates is sufficient enough to meet the expenses of mess (Rs 500 pm), college fee and cost of text books. But there are additional expenses on reference books, particularly in PG classes, tuition by private tutor that is generally not covered. System of book bank in each hostel may be useful to all of them as it may save about Rs 2500 to Rs 4000 annually per student as students can get books free of cost from the hostel. One time cost may be incurred out of BEUP funds where textbook cost is permissible or local bodies can provide this fund.
  • Some of the career magazines and two newspapers in vernacular language and one in English may be useful to the inmates. BCW department grants allotted to hostel can be utilised for the purpose.
  • Cycle stand needs to be shifted in the free space, vacating the dinning hall. Fund can be provided out of hostel maintenance on submission of estimates by SAE of BCW. Temporary shed at roof top may constructed so that this roof can be used by inmates in absence of common hall.
  • We may try double decker beds in the rooms so that sufficient space to keep study table is available to each students.
One of the inmates I met at the hostel narrated that her mother works as day labourer and earns under NREGA. She is the only earning family member. Deficit of the study budget is provided by her mother out of the income derived from NREGA. If we can provide this deficit in the form of book bank, she may feel financially comfortable. I am happy that this tribal girl is doing well in studies and wish to be teacher. There might be other girls with same plight of deficit budget. We need to plan for the same.

Use video conference facility to conect with BDOs/ SDOs live - make good use of phone facility of WBSWAN

We have dedicated video conferencing facility in all SDO and BDO offices, connecting district HQ. In some blocks it is connected upto GPs also, more GPs to be connected in few months. It is noted that despite Govt paying several lakhs per month for rentals, the facility is under utilised.
 I have already started using the facility from last week. I shall request all the officers at district HQ to use the facility more frequently to interact with Block/ Subdivision level officers to review the schemes/ programmes. Monthly meetings with Block level extension officers/ field officers may be held through video conference to save time and travel expenses. It can be held in a group of three Subdivisions at a time. ADMs may hold conferences with PAAOs/ PDOs, Inspector BCWs, BWOs, CDPOs, BLLROs, ADOs on KCC/ fertilizers, Mid day meal officers to name a few as example. I have asked Webel to keep the facility reserved for Burdwan on Friday from 3 pm onwards. Those desiring to hold VC may keep district nodal officer informed giving the time requirement and names of SDO/ BDO points to be connected at least one day in advance.
Besides, there is dedicated hotline facility connecting all officers at Collectorate with BDOs/ SDOs and also other collectorates through VoIP facility. It is just like intercom but safe, secure and reliable telephone line. PoP operators have contact number directory. Please connect with each other on this facility which is not billed/ no expenditure incurred.
I feel that more frequent meeting of BDOs/ SDOs at district level should be avoided. More interaction on VC is advised.
