Some of the important dates decided

14th March 2009 at 13.00 hrs :

  • Meeting with SDOs/ BDOs regarding election preparedness at Nadia Collectorate Conference hall

17th March 2009 at 11.00 hrs

  • All Political party meeting at Nadia Collectorate Conference hall to review Model Code of Conduct, Booth Level meetings, EPIC distribution programme, Electoral Rolls, EVM randomisation etc.

19th to 21st March 2009

  • One day owrkshop of Booth Level Officers at AC level by EROs through PowerPoint presentation to discuss preparedness for communication plan, booth level meetings, missing electors, EPIC distribution programme, MCC, vulnerability mapping, contact persons, assistance booth on poll day, polling station neighbourhood, route chart etc. Dates to be decided by ERO concerned.
  • Standing Committee meetings at ERO level should also be conducted by this time.

25th March 2009 at 12 noon to 3 pm

  • Booth level meetings of BLOs and BLAs at each booth in Nadia.

25th March 2009 upto 5 pm

  • Last date for submission of list of polling personnel from recognised political parties for consideration by DEO to be exempted from polling duties on priority basis.

23rd March 2009

  • Last date for resubmission of polling personnel list from Head of Offices after rectifying the errors.

27th March 2009

  • The date by which all corrections in polling personnel databased has to be updated by Polling personnel cell.

3rd to 4th April 2009

  • The dates for EVM randomisation in presence of political parties at Sub divisional head quarters.

5th April 2009

  • The date by which GIS mapping of polling stations and route chart has to be finalised.

1st April 2009

  • Date for first trial of communication plan by CEO.

13th April to 14th April 2009

  • Master trainers' training at District Level.

18th to 19th April 2009

  • First day of training to all Polling Personnel at respective blocks at High Schools/ colleges in a group of 12 to 16 Polling Parties each hall/ class room. Reserve/ absentees training to be held on 25th/ 26th April 2009.

28th to 29th April 2009

  • EVM commissioning at respective DC place AC wise.

30th April, 2nd May, 3rd May

  • Second day of training to all Polling Parties in a group of 80 to 100 Polling Parties depending on availability of halls. 4th/ 5th May 2009 for Kalyani/ Haringhata ACs.

Off site EPIC photography extended till Sunday, the 15th March to ensure 100 %

Photography of electors from 16th Feb to 10th Mar 2009 has been extended up to Sunday, the 15th March 2009 with permission of CEO in Nadia so that all electors can be photographed.
So far we could prepare EPICs of 1.05 lakhs of residual 1.33 lakhs electors and only 27000 electors are yet to be photographed. AC wise performance can be accessed at https://spreadsheets.google.com/ccc?key=prIL-5G5Kg93fxdj-hXTETw&hl=en#.
It is seen that Non EPIC electors in 81 and 83 Assembly segments is more than 2 %, while it is only less than one percent in other ACs. There are some parts where number of non epic electors is 25 and more. To capture the photographs of these electors, off site camps at booths, GPs must be organised with wide publicity from 12th March 2009 to 15th March 2009.
Meanwhile, the agencies at PEC centres must deliver prepared EPICs to BDOs/ SDOs for distribution by 20th March 2009. EPIC distribution programme must be shared with political parties, media and BLOs/ BLAs. Wide publicity through cable TV, miking etc should be done so that 100 % EPICs are distributed within 31st March 2009. EPICs can be distributed from blocks/ Booths following the procedures.
EROs must monitor the progress on daily basis.

Election circulars can be downloaded from www.nadia.nic.in

BDOs, SDOs may be please note that all election circulars are uploaded on our district website at www.nadia.nic on daily basis. Please ask BIO/ DEO to download copies every day. We will not fax any circular, but send emails only and post copies through messenger just like NREGA.
Those having Gmail account can send me email request to use online reports on election uploaded in my google document folder. Permission to share document can be accorded by me on request. OC Election, SDOs are advised to email a copy of attachments to me at meenaonkar@gmail.com.

Meeting with EROs, SDOs, BDOs regarding Election on 14th March 2009

I propose to hold next meeting of SDOs, BDOs and EROs on 14th March 2009 at Collectorate Conference hall, may be in the afternoon. Formal letter to be issued by ADM Election.

Meeting with EROs of Sadar Subdivision ACs - Decisions

DM & DEO Nadia, ROs of Ranaghat and Krishnagar held meeting with all EROs of Sadar ACs today. Decisions for follow up are :-

1. EPIC programme

  • Each ERO was handed over part wise numbers of images merged at permanent epic centre (PEC) till 9th March 2009 with the suggestion to do data analysis in excel sheet to know the number of electors not yet covered under the ongoing photography programme and take steps to capture photographs of uncovered electors. Excel sheets containing part wise EPIC electors, total electors have already been emailed to all EROs from election section. Now, to get the number of electors part wise yet to be photographed ERO is required to apply formula as noted here. Total Non EPIC electors - images merged at PEC-missing electors as identified by BLOs (shifted electors without family linkage )= Number of electors without EPIC. Parts where number of residual electors is greater than 25, extra camera teams for photography can be sent at the booths itself for capturing photographs, after wide publicity or door to door notices. EROs can adopt any strategy. EPIC coverage must be near 100 %. PEC shall be opened up to 10th March 2009 as per CEO's order, but any proposal to extend it further can be sent to us for permission up to 16th March 2009.
  • EPIC preparation for current photography phase from 16th February 2009 onwards is under process at all the PECs and as per the agency all EPICs shall be delivered to BDOs/ SDOs by 20th March 2009 at the latest. EROs must guide BDOs to chalk out the programme for EPIC distribution from block/ subdivision offices. Special counters may be opened till 31st March 2009. ERO level all political party meetings, booth level meetings must be held to give wide publicity to the EPIC distribution programme. All EPICs prepared must be distributed to electors, failing which the elector may be deprived of voting.

2. Missing Electors

  • My earlier blog regarding BLOs' work, part wise analysis must be followed.
  • Absentee, dead, shifted (ASD) electors list must be placed in booth level meetings.
  • People may be encouraged to file form 6, 7, 8, 8A under continuous updating programme till 12th March 2009 for rectification of errors detected in the electoral rolls published recently.
  • ZERO missing electors parts must be verified as explained earlier.

3. Continuous updating : All applications filed by 12th March 2009 (17th March 2009 in case of Kalyani, Haringhata ACs) must be taken up for field enquiry by BLOs, hearing by EROs so that all the applications are disposed off in time, manuscript prepared and data entry in the software is completed within the time limit prescribed by CEO. Review number of cases with BLOs, pending for hearing etc. Electoral rolls should be error free.

4. Sector arrangements & contact persons : Each ERO may guide the BDOs in finalisation of sectors, communication plan and identification of contact persons by 15th March 2009. Cross check the contact numbers.

5. Helpline numbers of EROs : Help line numbers provided for each AC must not be manned by competent staff but also should be provided with up to date information on above points so that the electors making phone calls get proper and useful replies. If required, the telephone numbers of block offices can be given for helpline numbers. There is no point giving the mobile numbers/ contact numbers which are not manned properly/ respond effectively. Change numbers must be emailed to OC Election for updation.

6. EROs are also the AROs, but need not work for ACs they have been assigned as ERO. Rather, RO may use them for specific duties like nomination, electoral rolls, EVM commissioning at the appropriate time. It is the responsibility of SDOs as AROs as well as sub-divisional administrative head to send day to day reports to district head quarters, law & order, Model Code of Conduct etc. BDOs must report to SDOs for all such reports. EROs may guide BDOs in these matters also in addition to overall supervision of all electoral roll, EPIC related issues, for which they are legally accountable. There should be proper coordination with SDOs and team spirit should be upheld.

7. ERO is required to send reports on electoral roll issues only.

8. EROs must also ensure that top sheet corrections have been reflected in the finally published rolls.

Feedback must be given on all above points in the meeting on 14th March 2009 (Earlier date of meeting on 12th March 2009 is rescheduled due to doljatra).
