Subdivisional meeting on health, ICDS and Sanitation - salient decisions

Meeting of Sadar Subdivisions held on 7th May 2010, with following decisions :-
  • UC of all the funds related to RKS, Untied funds and Maintenance grants at SC, PHC, BPHC and RH shall be submitted by 31st May 2010 upto 2008-09. All RKS at different levels shall prepare need based annual budget and work plan for 2010-11 and submit the same to CMOH by 15th June 2010, considering the funds as per allocation norms shall be alloted plus unspent balance is available. This should be based on actual field verification, to upgrade the quality and accesibility of services as per Statndard Treatment Protocol (STP). In case of major repairs in hospital or residential buildings not covered under the available funds, sanction can be obtained from the Govt on submission of plan & estimates.
  • RKS meetings shall hencforth be held on 15th or 16th of each month from 2.30 pm onwards in the hospital premises only. Regular meetings shall be held where fund position, hospital indicators, MO wise performance, diagnsotic facility wise performance and NRHM reports must be placed for review.
  • For petty repairs, electrical manitenance and sanitation etc each RKS shall enlist annual maintenance providers.
  • Expenditure on Medical items out of RKS fund should be improved.
  • GP based mobile health camp to be improved through public awareness and regualrity of MOs.
  • Sanitation :- Mass meetings at GP level in May 2010 to prepare for Nirmal Puruskar.
  • ICDS :- Target for >90% weighing efficiency by June 2010, including taking weight at door step. Necessary machines aleady supplied by CHCMI should be used to cover 0-6 month children.
  • Rate of malnourishment to be brought below 10 % by the end of this year.
  • CDPOs shall share MIS and indicators with BDOs and Sabhapaties on regular basis.
  • 3rd Saturday convergence meetings at Sub Centres and 4th Saturday meetings at GP must be held regularly.

Subdivisional level monthly development meetings - decisions

Monthly Sub divisional development meetings were held from 29th April to 4th May 2010. Salient decisions are as follows :-
  1. IAY : District could achieve its annual target and got additional allotments. Now, all the funds available with blocks must be disbursed to complete the house construction by June 2010. Blocks to send GP wise requirement of fund for second installment to beneficiaries as on 1st April 2010. BZP to release the funds within 15th May 2010 on submission of indent. Target for 2010-11 for each GP/ blocks shall be communicated by BZP by 15th May 2010, maintaining reservation of ST/SC and minority at GP level in proportion to the actual Permanent Wait List of IAY. All blocks to prepare PWL list for 2010-11, after verifying at field level for eligibility, land availability and bank account etc and submit the same to Blocks/ BZP by 15th June so that funds can be released to Blocks in Bank accounts as per the approved list directly from the SBI FT account. 100 % physical verification by RPs must be completed upto June 2010 for 2009-10 and that prior to this year by 30th May 2010. This should be uploaded by the BIO directly on website.
  2. SFC/ TwFC : UCs of the funds released recently shall be submitted by June 2010 closing accounts on the closure of SFC and TwFC.
  3. Sanitation : Blocks to complete massive IEC and house to house survey by the end of this month so that all the GPs can be cleared for Nirmal Puruskar by GOI teams visiting in first week of the June 2010. IEC material is being sent to blocks.
  4. Panchayat Pensions : Updated list of eligible beneficiaries must be uploaded on website by June 2010 with full details of accounts also. overage under IGNWPS, IGNDPS in all the blocks and IGNOAPS in PUP blocks is inadequate. It is to be 20-25 % of the BPL households for IGNOAPS, 0.5% of the population for IGNDPS and 10 % of BPL for IGNWPS. Blocks to look into the poor performing GPs. Payment delay issues must be addressed. Bank and Post Office related specific problems must be taken up with their authorities with reference to district. Data cleaning and family details of BPL and pension holders must be completed by 30th April 2010.
  5. NREGA : Burdwan is the highest expenditure district in the State. Man days creation per family should be more than 75 in the current year. To achieve this GPs must send additional AAP covering IBS, water body excavation, forestry and horticulture schemes. All families working for more than 10 days in April - May 2010 should be selected for targeting 100 days in systematic manner. Service level agreement signed with UCO, SBI and PBVGB will ensure transfer of funds from district to any GP in the district in three working days. Delay in payment at branch level should be addressed by PO & BDO. Supervision of 50 schemes per month per block has to be ensured. Fortnightly VC with Block NREGA cells shall be conducted by DNO and ADM NREGA to review sanction, fund flow and other issues.

Meeting regarding NH60 diversion in view of Rehabilitation of Subsidence affected villages

A meeting with Eastern Coalfield Limited (ECL), PWD and NHAI was held at SDO Durgapur Office at 2 pm on 4th MAy 2010 regarding fixing the alignment of NH60 in Asansol Raniganj. ECL has proposed to relocatea and rehabilitate some villages from subsidence prone areas as part of Rehabilitation package sanctioned by Ministry of Coal. Decisions taken after threadbare discussions are :-
  • Revised alignment as proposed by ECL is accepted by PWD authority for getting final approval by NHAI. ECL to confirm that this is final alignment and shall not be modified later till the terminal end. This is confirmed by ECL authorities.
  • Land with 60 m width from the centre shall be provided by ECL free of cost for construction of NH at new alignment as agreed upon by them
  • Cost of construction as part of shifting the road and utilities is to be borne by the ECL out of the Rehab project. Approved plan and estimates should be furnished by PWD once the specifications and alignment is administratively approved by NHAI.
  • Present State Highway passing through Bazari, Bhaluka etc shall continued to be maintained by PWD out of their maintenance fund for next 7-8 years till villages are rehabilitated as per the proposal. Strenthening and widening already sanctioned may be reviewed accordingly.
  • Land availibility certificate and lay out maps shall be given by ECL authorities so that PWD can submit the project proposal for onward transmission to NHAI.
