Video Conference with SDOs

Fortnightly video conferencing with SDOs held on 30th April 2010 took some of the decisions noted herein :-
  • Office Management streamlining has improved in all Subdivisions. Continued steps to improve disposal of caste certificates, domiciles, public grievances, EM court cases and monitoring and supervision upon sections in SDO office/ Block offices reiterated.
  • Review of pending UCs of BEUP, MsDP, MPLADS, PUP to be done by SDOs. ADM D to email block wise list of schemes pending for completion or UC to all SDOs.
  • Municipal Election preparedness was reviewed by ADM General.
  • While some of the SDOs could make field visits to on couple of days, others assured to do so before next meeting on 14th May 2010. Experience sharing by SDOs regarding their field visits is appreciated. More such experiences and findings may be shared in next review.
  • ICDS recruitment is pending in Asansol and Durgapur Subdivision in most of the projects, while in other Subdivisions also it neeeds to be geared up. SDOs assured to complete examination of answer scripts wherever due. MIS of ICDS to be shared with all SDOs, BDOs and Sabhapaties. ADM ICDS to direct all CDPOs accordingly.
  • e-waste and dead stock recycling initiative of Collectorate should also be started in Subdivisions.
  • MV enforcement and management of public counters was discussed in detail. SDO Asansol and Durgapur to follow up.

Annual Function and prize distribution of JNV Durgapur

Attended Annual Function and Prize distribution of Jawahar Navodaya Vidyalaya Durgapur at 9.15 am to 10.15 am on 30th April 2010. DM is the Chairman of VMC of JNV. It is residential school with 294 students, co-Ed. Education till class VIII is free for all and that upto class 12 free for ST, SC, OBC, Girls and BPL families. Admission is through All India Test. It's English medium school with all facilities of convent school. Education is JNVs has both Quality and affordability.

Disbursement of cash credit to minority women SHGs at Sanskriti Burdwan

West Bengal Minority Development and Finance Corporation distributed Minority Women Empowerment Programme (MWEP) cheques to 777 beneficiaries in a function at Sanskriti Lokmancha Burdwan. In addition scholarships to 1008 students from minority were also disbursed.
MWEP is a scheme conceived by Minority Affairs department of GoWB last year on the pattern of Mahila Samridhi Yojana for STs/ SCs. I have the privilege to draft the guidelines and funding pattern of the Scheme DM Nadia. In brief, there is subsidy of Rs 15000 or 50 % of project cost whichever is less out of upper limit of project cost of Rs 40000. Total loan amount is given by WBMDFC to the beneficiary women from minority community at the interest rate of % on loan amount only. That means for an SHG with six minority members maximum loan of Rs 240000 can be extended, out of Rs 90000 will be subsidy. Now, the SHG can start its own business or food processing unit like paddy husking machine/ mini rice mill out of the credit. Interest cost of Rs 150000 will be Rs 4500 only if the amount is used for one year. It's almost negligible. There is no harassment of banking system. We may seek more number of applications from SHGs.

RGGVY review by MIC Power

A review meeting was held at circuit house today in presence of MIC Power GoWB and Sabhadhipati. Zonal Manager WBSEDCL, Project Manager of RGGVY and Agencies attended the meeting. DM and Sabhadhipati, Karmadhyakshya, ADM Genral also attended.
Salient decisions are :-
  • Supply of Poles to be completed by August 2010 @ 14000 to 15000 per month for all three packages in Burdwan district.
  • Supply of single phase meters for service connection is to be completed by October 2010 at the rate of 35000 to 40000 per month.
  • All works related to erection of poles, wire, service connections and energisation to be completed by December 2010. Block level monitoring mechanism to be further strengthened and regular meetings to be held in detail so that the target work is completed in time.
  • Service connection charges for APL families may be reduced from present Rs 3000 per connection to Rs 500 per connection. WBSEDCL has agreed to bear the extra expenses. WBSEDCL with the help of GPs must do the survey and furnish location wise requirement of APL connections, uncovered families by the Middle of may 2010. Necessary circular is being issued. Details will be discussed in Sub divisional level meetings starting from 29th April 2010.
  • Approved drawings of each location must be shared with local GP so that they may assist the WBSEDCL authorities in identifying uncovered families and APL. Basically, APL and uncovered families are required to be told to apply for service connection through camp mode at the GP level.
  • SDOs are required to update us on monitoring mechanism in blocks as per the circular issued in the beginning of this month.

BDOs please upload IFMS regularly

IFMS software is being used in all the Panchayat Samities of this district. It is believed that verification of accounts with Treasuries takes time that is why IFMS is uploaded only after 10th of each month. But, it is noted that as on today Barabani, Jamalpur, Ketugram 1, Ketugram2, Raina1, Raina2, Memari1, Memari2, Khandoghosh and Mangalkote has not uploaded. I wish all the blocks do it atleast by 12th of each month so as to get full points under operationalisation of IFMS. SDOs and BDOs please note.
In case of GPs, it is noted that GPMS is in use in blocks. Can we upload 100 % so that to get the status of first district in the state to have achieved it? All GP accounts should be made paperless by the end of September 2010.
It is also noted that some blocks are having huge unspent balance with no change in status over few months. BDOs may identify such funds and discuss with Panchayat Samity.
