Nomination related briefing to Political Parties on 4th April 2009 at 12 noon

DM & DEO Nadia shall brief the recognised political parties on procedure of nomination to Loksabha Elections and formalities therein. Meeting shall be held at 12 noon at Collectorate Conference hall.

I'll take a meeting to discuss the issues to be discussed in SDOs/BDOs/OCs meeting on 2nd April 2009, at 4.30 pm with ADMs/OC elections followed by with OCs of all cells at 5 pm at Collectorate Conference hall. All are invited.

Meeting of BDOs, SDOs, and Police Officers upto Police Station level on 2nd April 2009 at 3 pm

Joint meeting of OCs, BDOs, SDOs, EROs and senior police/ civil officers shall be held on 2nd April 2009 at 3 pm at Collectorate Conference hall to discuss election preparedness for General Election 2009. All officers are advised to bring up to date reports as required for District Election Plan like
  • Sector Management Plan
  • Vulnerability mapping for each AC up to PS.
  • Communication Plan in format circulated by CEO.
  • MCC reports, videography etc.
  • Law & order situation.
  • DCRC Plan.

Information for thought - Counting

We have two PC for which counting will take place as follows :-
1. 12-Krishnagar PC at BPC Institute Krishnagar
2. 13- Ranaghat PC at Ranaghat College
Counting of 77 AC at Murshidabad and 92 & 93 ACs at Bongoan.
We have counting in nine rounds at centralised locations in halls with minimum 8 to 25 tables as per availability of space. Tables required for 12-Krishnagar is 176 and 13-Ranaghat 183. In case of inadequate number of halls, we can go up to 10 or 11 rounds... though staff deployment may be less.. difficult to accommodate all.

Clarification regarding arrangements of driking water, sanitation etc at polling booths

For providing logistic arrangements for staying of CPF Companies upon their arrival, the SP provides the first point of contact. As decided by Home Department, for providing water, toilet, sanitation and other facilities, the PHED would do the needful and as such DEOs may inform SPs accordingly. There are some polling stations where sufficient number of toilets and drinking water spot source is not available as revealed from Polling Station verification reports. Also, some of the DCRC centres, CPF/ Police force accommodation places need drinking water and sanitation arrangements. PHE has RWS/ ARWSP funds for spot source of water in schools. TSC funds for school sanitation are also available for construction of toilets. Can we do it after approval of CEO?

Counting Centres in single premises for each PC

Following is the CEO's blog post regarding counting centres to be set up
We've issued new guidelines for rationalising counting centres. DEOs may please rethink in depth and re-organise and propose. For making any exceptions, DEOs will have to speak to me with reasons.Basically it says as follows:1. All ACs in one PC to be counted in one premise.2. Counting Centre to be in PC3. DM Nadia:As I said, if all 7 ACs are not within the same premise (NOT 2 km away) you'll have to convince me that there is no alternative.Yes, for ROs in other districts, on the date of receiving only, all polled EVMs will be escorted with ALL precautions to the strongroom of the Counting Venue of the concerned PC. 29 March, 2009
In view of this possible arrangements in Nadia may be :-
  • Only AC 77 Karimpur under 11-Murshidabad PC DCRC can be at Tehatta High School and EVM can be escorted to Lalbag counting centre only on RC day.
  • 12-Krishnagar PC : DC of 78 & 79 ACs can be at Tehatta High School but RC at BPC institute and DC of 80, & 81 ACs at Krishnagar College and that of 82 AC at CMS high school, 83, 85 ACs DCRC at BPC Institute. RC of all ACs of PC at BPC. Counting of all ACs at BPC.
  • 13- Ranaghat PC : DC for 86, 87, 89 & 90 at Ranaghat College/ Swasthyonnati math Ranaghat, DC for 84 & 88 ACs at Krishnagar College. DC of 91 ACs at Kalyani SDO office. RC of all ACs of Ranaghat PC at Ranaghat College plus nearby school to be identified by SDO Ranaghat. Counting of all ACs at Ranaghat College in phases.
  • 14-Bongoan PC : 92 & 93 ACs DCRC SDO office Kalyani and EVM has to be escorted to Bongoan counting centre.
