Workshop on Bidhayak Elaka Unnayan Prokalpa (BEUP) with MLAs of district at BDA Conference hall today

BEUP is one of the most popular state funded programme available to MLAs for area development. We conducted trainings to elected MLAs last year where all the salient guidelines of BEUP, procedure for recommendation, sanction and implementation of the schemes were explained in detail. Recently, it is decided to organise one day workshop for exchange of views as regards to actual difficulties faced by MLAs in selection of schemes, unit cost, implementation and other issues involved so as to help them. In today's workshop nine MLAs and six MLA representatives attended.
Main issues clarified today are :-
  1. Schemes within annual limit of RS 60 lakhs can be submitted by each MLA to DPLO at the beginning of each year. They may consult BDO office to ascertain that the same scheme is not included under any other funding scheme to avoid duplicacy and also verify the feasibility of the scheme recommended.
  2. Unit cost of schemes must be as per the model estimates prepared by the State Govt departments in case of ICDS centres (Rs 6.90 lakhs or Rs 4.14 lakhs if land is inadequate), ACR in schools (Rs 4.04 lakhs), Drinking water Tubewell (Rs 1.05 lakhs for Mark II or as per depth), community hall (Rs 5 lakhs plus as per area) etc. Small funding for community hall, classroom etc below model estimated to be discouraged as no feasible building is possible with that cost estimates.
  3. Work order copies to be furnished to MLAs by executing agencies in addition to monthly reports of progress being furnished by district authority at present.
  4. Ambulances of available models of Maruti, Tata Max or Mahindra at the rates fixed by DGS&D only to be allowed to purchased by district authority and no request for passenger vehicle to be allowed.
  5. Land particulars on which the construction/ building work is to be done must be furnished with recommendation letter to minimise the time of sanction. In case of lands not belonging to Govt, written NOC and Agreement of land owner/ organisation/ institution to be done with district authority. No fund can be sanctioned without land agreement with district authority.
  6. NGO/ Society/ club schemes are allowed only if the organisation has valid society registration for minimum three years, audited accounts and not related to MLA.

Website of Burdwan District Sports Association launched today

Reconstituted Executive Committee of Burdwan Sports Association endeavoured to strengthen team spirit and collective efforts to improve Sports development in Burdwan. Today, at Radharani Stadium office of BDSA, website of the Association has been launched for providing information to public on sports facilities, coaching and other activities of the apex sports body in the district. Task force for improvement of sports infrastructure at Spandan Football Stadium has shared their reports with BDSA. Cricket Coaching centre at Spandan has been approved today and likely to be operational immediately after Pujas. Fund of Rs ten lakhs announced by District Magistrate & Chairman of Spandan to implement the recommendations of the task force. Lets hope, Sports to get boost in Burdwan in coming days.
