Civil Police coordination meeting - salient decisions

Meeting of Civil and Police officials completed this evening at Burdwan Circuit House, well attended by Inspectors, SDPOs, Additional SPs, Sp, SDOs, ADMs, DM. In addition CMOH, Ld PP and Deputy Director Public Prosecution also participated in the deliberations. Discussions were very useful and heldful in law and order, prosecutions matters. After threadbare discussion some of the decisions taken are as follows :-
  • SDOs will hold regular liasion meetings with SDPOs/ Zonal DSP on general administrative issues, improve information sharing mechanism, exchange list of pending inquiries in Executive Magistrate courts with SDPOs and SDLLROs.
  • Joint inspection of court GRO, Lock up, Hazat, APPs office space to be organised by Sub divisional level officials are concerned department and steps shall be taken to improve the condition lock up and other infrastructures at these places. SDOs will extend furniture and other office support to APPs including Law Books.
  • Hospital morgue up gradation and repair proposals shall be sent by SDOs after getting estimates from PWD.
  • CMOH to issue appropriate directions to all Supdt of hospitals and MOs conducting Post Mortem/ Injury report to ensure timely submission of PM reports, injury reports and also to conduct PM on time. CMOH is to strengthen emergency management response of the hospitals so that the cases of public anger after accidents etc can be minimised.
  • DLLRO to issue directions to BLLROs to submit reports to EM court in time.
  • Two days' workshop on EM powers and handling of Writs shall be organised by ADM (JM) in the month of May 2010.
  • Seminars on social legislation like Senior citizens act, Domestic Violence Act to be organised at each subdivision by ADM (SW) shortly.
  • Daily Police Sitrep and crime report to be emailed to all SDOs and ADM Asansol by Police authorities. ADM General to communicate email to SP DIB.
  • Deputy Director Public Prosecution to examine the status of prosecution in different courts and furnish his reports to DM for follow up.
  • Infrastructural requirement of all Thana lock ups, Morgues, Dead houses and GRO offices to be strengthened on physical verification basis.
  • TEAM WORK FOR COMMON CAUSE is the motto adopted.

Blocks to analyse NSAP data - improve coverage and minimise delays in payment

Under NSAP national flagship schemes viz IGNOAPS, IGNDPS and IGNWPS have been extended to all BPL families. It is noted that current coverage of beneficiaries under IGNOAPS is only 57000, IGNWPS approximately 17000 and IGNDPS only 500. Treating total BPL families approximately 4.65 lakhs, the beneficiaries could be 1.20 lakhs as per the State Average. That means we have less capturing of the families in BPL database and thereby hs scope the bring more people under the pension scheme. In half of blocks disbursement of these pensions is less than the estimated BPL population.
Officers at block must complete family detail entry and also see that all the eligible BPL families are covered.
Another problem noticed is that advice from blocks is sent through account payee cheque instead of drafts. It is advisable to issue draft to local Post Offices to fast track the payment.

Meeting regarding Queen,s baton rescheduled on 22nd April 2010

Administrative Matters meeting held in RTC conference hall at 3 pm on 22.04.2010. Some of the important decisions are:-
  • Officer in charges shall organise regular internal meetings in sections on monthly basis and review of pending works dealing assistant wise. Officers to track important files/ follow up of meetings maintain case diaries. Meeting by DM/ ADMs on 4th Thursday of each month at 4 pm.
  • Disposal of old electronic equipments and e-waste from sections by 30.06.2010 in all sections and final clearing of the section through cleaning drive, disposal of old dead stock and papers in systematic manner within 30.09.2010 ultimately. Collectorate to be declared clean and free of useless stock. Recycling of furniture and equipment in other offices and organisations. Disposal of old furniture/ dead stock and recycling of the furniture to be completed through team work and in mission mode.
  • Citizen centric services.
  • Audit replies and adjustments should be completed by 30th June 2010 up to date. PL accounts to be reconciled.
  • Review meetings with field offices/ extension officers to be organised by ADMs/ District Officers where Zilla Parishad Karmadhyakshya may also be invited. Minutes must be written showing the action points and person entrusted to follow up. All meetings in DM chamber to be minuted by Officer in charge. File in meeting, court case hearing and important discussions must be sent to DM one day in advance for easy and speedy decisions. Use of VC on Friday to be increased to review with field officers.
  • General instructions regarding office management and housekeeping were explained in detail. Citizen centric services to be written on wall for help to visitors.
  • Staff welfare measures including enhancement of quality of services provided by Nazareth.
  • Capacity Building trainings - use of RTC.
  • E-governance projects should be activated.
  • All sections to to take up staff shortage matters with SrDC and AD M General
